Renovation of a multi-residential development in Bear Creek Township, Pennsylvania. Completed plans call for the renovation of a one-story above grade multi-residential development.

The contract is for the Wilkes-Barre Housing Authority Lincoln Plaza Elevator Hoist Cable Replacement. Bidders and sub-bidders may purchase the contract documents. Prospective contractors are urged to visit the site to familiarize themselves with the site conditions and review the scope of work and construction documents. All bids must be accompanied by a certified check or bid bond with corporate surety in an amount of not less than ten percent of the bid. Bonds or bid bonds must include a certified and current copy of the power-of-attorney for the attorney-in-fact executing the bond. If the bid is not accepted, it will be returned. If the bidder fails to sign the contract or meet bonding or insurance requirements within ten days after the notice of award, the bid bond will be forfeited as liquidated damages. Within ten days after the notice of award, the successful bidder must execute the agreement. Within three days of the contract execution, the successful bidder must deliver the performance bond and payment bond, each for 100% of the contract sum, and a certificate of insurance. All contractors and subcontractors must comply with Equal Employment Opportunity requirements and the payment of minimum salaries and wages as set forth in the contract documents, and must adhere to Section 3 of the Housing and Urban Development Act of 1968 as amended. The successful bidder must pay all required taxes. Liquidated damages will be assessed at $200 per consecutive calendar day for any delay beyond the contract deadline. The contract time is 60 consecutive calendar days from the notice to proceed. Bidders needing clarifications on the contract documents must submit written requests for interpretation to the architect/engineer no later than five days before the bid opening. Proposals must be submitted in triplicate in a sealed envelope and must comply with all terms of the bid and contract documents. The successful bidder will be required to obtain and pay for all necessary construction licenses and permits and provide copies to the architect before work begins. The authority reserves the right to accept or reject any or all bids and to waive informalities. No bid may be withdrawn within ninety days after bid opening without the authority's consent. 1. Project Safety - The Contractor shall be solely responsible for the protection of their work and the safety of the public. The Contractor shall install signage, barricades, fencing and/or any protection device as required for public health, safety, and welfare. All safety and protection shall be in strict accordance with Occupational Safety and Health Administration (OSHA), Local, State, and/or Federal laws and codes. 2. The Contractor shall coordinate all work With Owner, other trades and/or contracts. 3. The Contractor shall provide all labor, materials, and supervision for the installation of the new elevator hoist cables. 4. Position and sling the elevator in place to allow for safe removal of existing hoist cables. 5. Remove and dispose of old hoist cables. 6. Provide and install new traction steel hoist cables of the size and number existing to comply with the factor of safety requirements according to the CAN/CSA-B44 Elevator Code. 7. Install new cables of the hoist machine drive sheave and securely fasten to the car and counterweight hitch plates. 8. Perform all necessary adjustments to maintain counterweight runby clearances. . . , . 9. Apply for necessary Major Repair/Alteration Permit from the State of PA Labor & Industry Elevator Division. 10. Perform required testing in the presence of the State Inspector and return unit to service. 11. The Contractor shall provide a one-year warranty from the date of the state inspection to return the elevator to service. The one-year warranty shall include all labor and materials for the replacement of the hoist cables. 12. Throughout the duration of the project, one elevator must always remain operational.
