The work involves paving the existing Access Road to the Public Works Building. Bid prices must include all costs of furnishing labor, equipment, and materials, and performing all work as set forth in the bidding documents. Instructions to bidders include: - Bids must be submitted following a two-envelope process: the executed Bid Form in one sealed envelope, placed inside a larger envelope containing documents listed in the Bid Opening Guidelines. Both envelopes must display the bidder's name, address, and 'Bid on Public Works Access Road Paving Project.' - Each bid must be accompanied by a Bid Bond or certified check for 5% of the bid amount. - Bidders must submit a Drug-Free Workplace Affidavit, Certification of Compliance with the WV Jobs Act, and a valid WV State Contractor's License in the first envelope; failure to include any of these will result in disqualification. - All subcontractors must provide their WV State Contractor's License to the contractor before contract award. - Bids will not be opened from anyone not on the Engineer's Plan Holders List. - No bid may be withdrawn for 60 days after opening.
