The Kent County Purchasing Division is soliciting bids for the Kent County Parks Department to construct a Shared Use Pathway and Pedestrian Tunnel at Rogue River Road and Northland Drive. Work is to be completed in three (3) phases and may begin as soon as April 1, 2026, with final completion by November 14, 2026. Compliance with the Davis-Bacon Act is required of the contractor and all subcontractors for this project. SCOPE The Shared Use Pathway and Pedestrian Tunnel Project includes three (3) phases: 1. Phase 1A/B - East Approach Clearing, Storm Outlet, Removals, & Earth Excavation Phase 1C - West Approach Clearing, Removals, & Earth Excavation 2. Phase 2 - Closure of Northland Drive/M-44 3. Phase 3 - East and West Approaches, Path, & Landscaping Inquiries Deadline Date & Time (local) 10/20/2025, 2 PM - Any and all communication regarding this Solicitation shall be on the Kent County Purchasing Division Inquiry Blog via the Bid Opportunities page or during pre-proposal meetings. Phase 1A/B - East Approach Clearing, Storm Outlet, Removals, Earth Excavation Schedule: Work may begin as soon as April 1, 2026. Scope Summary: Construct 30-inch storm sewer outlet and pipe across loop ramp, in infield area, and along NB M-44. Excavation and grading for east approach walls, path, and east pedestrian culvert sections. Phase 1C - West Approach Clearing, Removals, Earth Excavation Schedule: Work may not begin for the west approach until after Meijer LPGA Classic. Scope Summary: Excavation and grading for west approach in preparation for Phase 2. Phase 2 - Closure of Northland Drive/M-44 Schedule: Work may not begin on Phase 2 until the Contractor has all private utility relocations coordinated and has all necessary materials on site needed to install the pedestrian tunnel/culvert across the road as well as coordination for repaving of the road once tunnel/culvert sections are set. Other restrictions: Limit of full closure shall be no more than 3 full calendar days, must span a single weekend, and may not be during any Holiday periods, local festivals or during any major events. Damages: See Special Provision for Liquidated Damages for Other Department Costs for Contract Identification 2240428. $10,000 per hour longer than traffic restrictions detailed in Special Provision for Maintaining Traffic to re-establish traffic in each direction continuously for the remainder of the project. Scope Summary: Close Northland Drive/M-44 to all traffic between West River Drive/Cannonsburg Road and Rogue River Road/& Seven Mile Road. Access shall be maintained to Blythefield County Club, but not THRU Northland Drive/M-44. Remove road surface, relocate any utilities necessary, construct Pedestrian Tunnel and associated bedding and drainage system, backfill, rebuild lanes of Northland Drive/M-44 to receive traffic. Phase 3: East and West Approaches, Path, and Landscaping Schedule: Once traffic is re-opened, Lanes and shoulder closures may occur under daily traffic restrictions. Scope Summary: Construction of east and west approach walls, path, storm sewer, grading, guardrail, landscaping, and restoration. Final Completion: The project shall be completed and ready for final payment with the exception of watering and cultivating, by November 14, 2026. Damages: $1,500 per calendar day if work is not completed by November 14, 2026.
