The work includes the installation of 4,125 feet of 8-inch diameter gravity sewer pipe, 24 manholes, connecting to existing structures, traffic control, and asphalt surface repairs. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than five days prior to the date for opening of Bids may not be answered. This project is funded through Environmental Protection Agency (EPA) 2024 Consolidated Appropriations Act and must adhere to all federal funding award requirements. This solicitation is being conducted in accordance with the provisions of Idaho Code Title 67, Chapter 28 (Purchasing by Political Subdivisions), the City of Pocatello Purchasing Policies, 2 CFR 200, and other applicable federal requirements per the EPA grant. Those provisions are hereby incorporated by reference into the bid documents. Section 3, disadvantaged business enterprises, minority owned businesses, and women owned businesses are especially encouraged to apply. Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashier's check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to the City of Pocatello as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instruction to Bidders. The City of Pocatello reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal in the best interest of City of Pocatello.
