The work includes but is not limited to the milling, base repair, and overlay of Griffin Road, Greenfield Road, and Birkett Street, with approximately 6,528 square yards of roadway. Bidders' proposals must be accompanied by a certified check, certified bank treasurer's check, bank cashier's check or bid bond in the form provided in the Contract Documents. Security in an amount equal to 10% of the base bid, provided by a satisfactory corporation surety, is required, naming the City of Carbondale as payee or obligee. A Non-Collusion Affidavit of Contractor must be signed and notarized before awarding the contract. A no-lien agreement must be signed and filed before work begins. Documentation of Section 3 business concerns solicited and receiving commitments must be submitted with the bid. All proposals shall be irrevocable for sixty days after bid opening, unless delayed due to required governmental approvals, and include a 10% bid guaranty, payable to the Owner. The Owner reserves the right to reject any or all bids and waive any irregularities, mistakes, omissions, or informalities.
