Site work and paving for a mixed-use development in North Haven, Connecticut. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The North Haven Police Commission acting as the Town's Traffic Authority, has identified Church Street (SR 103) in the vicinity of North Haven Town Center as a priority location from a public safety perspective. Numerous issues with the existing mid-block cross walk, overall sidewalk conditions, and delivery vehicle parking adversely affect the safety of motorists and pedestrians. Narrow lane widths at the intersection of Church Street and Broadway have also resulted in traffic accidents during tight turning movements. The Town is looking to make improvements to upgrade roadway and sidewalk conditions to address the safety concerns. In cooperation with the South Central Regional Council of Government (SCRCOG), the Town developed an application for funding under the State's Local Transportation Capital Improvement Program (LOTCIP). In September 2025, the Town signed a Commitment to Fund letter, securing the necessary construction funds for the project. The Town of North Haven is soliciting qualification statements from qualified consulting engineering firms to develop complete construction documents for Church Street Pedestrian & Safety Improvements in accordance with CT DOT, and LOTCIP requirements. The selected consultant will be charged with the survey, study, design, permitting, right-of-way and utility coordination, development of construction documents, and assistance during construction addressing these safety concerns. Project design and execution shall conform with industry standards including, but not limited to the latest: o Connecticut DOT Local Transportation Capital Improvement Program (LOTCIP) o Connecticut DOT Highway Design Manual o Connecticut DOT Drainage Manual o Manual of Uniform Traffic Control Devices (MUTCD) o AASHTO Guide for Design of Pavement Structures o Americans with Disabilities Act (ADA) o Public Rights of Way Accessibility Guidelines (PROWAG) o Town of North Haven Standards. The project Scope of Work shall include, but not be limited to: o Meetings and coordination with the Town on a regular basis to review progress and solicit input. o Research of existing mapping, reports, and other data associated with the project corridor. o Topographic and right-of-way survey of existing site conditions. o Permit preparation and coordination at the Federal, State, and Local level as required. o Assistance in coordination of Public Participation including attendance and participation at Town organized Public Information Meetings. o Assessment of right-of-way needs of the project, and assistance in obtaining any required right of-way modifications or easements. o Development of preliminary and final design documents, and addressing any Town, SCRCOG, or CT DOT comments. o Development of preliminary and final construction cost estimates. o Assistance in project bidding, including attendance at pre-bid meeting, review of bids received, and recommendation of award. o Assistance to the Town during construction, including Design Services During Construction, as well as possible construction inspection and construction administration support. The consultant shall complete the Final Design submission within nine (9) months of contract signing. It is the Town's intent to select a consultant based on the proposal, interview, and qualifications and abilities of the firm/team and key project individuals. Proposers may be individual firms or teams as appropriate to meet the specific needs of the project. The Town is planning to award this contract in the fourth quarter of 2025, Proposers are solely responsible for all costs incurred in the development and submission of the response statement to this RFQ or any other presentations whether in response to this RFQ or to any subsequent requirements of the consultant selection and contract negotiation process. All materials submitted in the response to this RFQ become the property of the Town. To be considered responsive to this RFQ the Consultant must follow the directions presented in this solicitation and include the information required. This RFQ solicitation does not commit the Town of North Haven to enter into a contract or proceed with the procurement of the project. The Town of North Haven assumes no obligations, responsibilities, and liabilities, fiscal or otherwise, to reimburse all or part of the costs incurred by the parties responding to this RFQ. All such costs shall be borne by each consultant submitting a response Work performed under the resulting agreement shall be under the direction of the Town's project manager. The Town reserves the right and holds at its discretion the following rights and options: to waive any or all informalities in any RFQ to reject any or all responses to issue subsequent requests. Proposers not selected will be notified in writing of the selection outcome. If the selected Proposer and the Town are unable to agree on the final scope and fee for the design services for the contract, the Town reserves the right to terminate the negotiations with the selected Proposer and initiate contract negotiations with the next highest rated Proposer. The method of Contractor Selection has not been Determined at this time.
