The owner has determined a short list of Engineering. TV Highway NEPA Services will support the environmental review and documentation for the TV Highway Transit and Safety Project. The Transit Project is a collaborative effort to improve transit travel time and improve access to transit along TV Highway. The Transit Project is pursuing federal funding through the FTA CIG Small Starts program. This scope of work for TV Highway NEPA Services includes the following tasks: 1. Project management: to ensure effective communication, task coordination, and successful completion of the TV Highway NEPA Services within the intended timeframe. 2. Strategic support: to develop a strategy for a successful Federal Transit Administration (FTA) Capital Investment Grants (CIG) Small Starts application, a strategy to complete NEPA and other environmental requirements, and other support as needed for a successful project. 3. NEPA services: to successfully complete the analysis and documentation as required by NEPA and other environmental regulations. 4. Communications and public involvement: to inform and satisfy NEPA and environmental processes and the requirements for the FTA CIG Small Starts application. 5. Traffic analysis: to understand potential transportation impacts resulting from project elements to inform NEPA and environmental studies. This scope of work includes environmental services for the Transit Project. This NEPA work will be led by Metro. The overall project is led by TriMet in partnership with Metro, the Oregon Department of Transportation (ODOT), Washington County, and the cities of Beaverton, Cornelius, Forest Grove, and Hillsboro. It will be important for the Consultant to collaborate closely with the Transit Project team (including Metro and TriMet staff) and provide guidance and expertise for NEPA and CIG. This work will begin with the project team and Consultant collaborating on a strategy and workplan to successfully complete the CIG process and NEPA processes for the Transit Project. This includes identifying the NEPA class of action, expected to be either a Documented Categorical Exclusion (DCE) or an Environmental Assessment (EA). This contract will be amended (or terminated) in the event the project proceeds under a different class of action.
