San Bernardino County (County), by and through its included Sheriff/Coroner/Public Administrator (Sheriff), is seeking Proposals from interested and qualified Proposers to provide kitchen exhaust and hood cleaning and maintenance (Services) at the Sheriff's Type II Detention Centers. The number of awards will be determined by the quality of the proposals received. Question Deadline 10/15/2025 at 9:00 AM PT Proposer Questions/Answers Posted to County Website October 24, 2025. Questions regarding the contents of this RFP must be submitted in writing in online. Contract Term Services to be provided under this Request for Proposal (RFP) are outlined under Section V, Scope of Work. The Contract will be for a period of three (3) years, tentatively beginning on December 1, 2025 and ending on November 31, 2028, with the option to extend the Contract for one (1) additional twoyear period, or two (2) additional one-year periods, dependent on Sheriff needs for the Services and funding availability. Offers must comply with all of the terms of the RFP, and all applicable local, state, and federal laws, codes, and regulations. The County may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP. Further, the County may reject a proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP. Location of Services Services are to be provided, completed, and managed at the following locations: o West Valley Detention Center (WVDC) - 9500 Etiwanda Avenue, Rancho Cucamonga, CA 91739 o Glen Helen Rehabilitation Center (GHRC) - 18000 Institution Road, San Bernardino, CA 92407 o Central Detention Center (CDC) - 630 East Rialto Avenue, San Bernardino, CA 92415 o High Desert Detention Center (HDDC) - 9438 Commerce Way, Adelanto, CA 92301 Sheriff reserves the right to reduce or increase the number of locations that Services shall be provided. Site walkthrough notes: Mandatory Site Visits will be held on Wednesday, October 7 and 8, 2025, at the times and locations listed below. No Proposal shall be accepted from any Proposer who fails to attend the scheduled proposal conference/site visits. Proposer, and the awarded Contractor, if one is selected, shall be held to the knowledge that could have been ascertained during the proposal conference/site visits. All Proposers must check in with the RFP Contact, or their designee, no later than 8:30 AM at the location(s) stated below. Late arrivals may not be admitted. Submit Required Information of Attendees to the Site Visit (name, title, email address, and copy of driver's license or government identification) September 30, 2025; 2:00 PM PDT Due to the secure nature of the facilities, Proposers shall not take pictures or video with a phone or recording device anywhere on County property without the consent or presence of the RFP Contact or their designee. Proposers participating in the site visit must provide the names, titles, and email addresses of all attendees, along with a copy of a valid driver's license or other form of government identification, to the RFP Contact, so that their suitability to enter the facilities can be determined. Proposer representatives may only represent one (1) company. Subcontractors may not represent a potential prime contractor at the Site Visit. Furthermore, no more than two (2) attendees will be allowed from each company.
