The work consists of installing 8-inch pipe in the road on Forsyth Street, along with 16 service transfers. The scope includes approximately 100 linear feet of jack and bore, installation of 3 complete fire hydrants, curb and gutter replacement, cutting and capping existing waterline, traffic control, erosion control, and other miscellaneous work. Bidders must be licensed by the State of Georgia. All bids must be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of the base bid. Performance and payment bonds, each in an amount equal to 100% of the contract price, will be required of the successful bidder. All surety companies must be licensed in Georgia and have an A minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of Best's Key Rating Guide Property Liability. Each bond must be accompanied by a power of attorney authorizing the attorney-in-fact to bind the surety and certified to include the date of the bond. Only proposals from bidders listed as having purchased and received complete bidding documents will be considered. The owner reserves the right to reject any or all bids, including but not limited to those that are nonconforming, nonresponsive, unbalanced, or conditional, and to reject the bid of any bidder deemed not in the best interest of the project due to responsiveness, qualifications, financial ability, or failure to meet other criteria established by the owner.
