Sealed bids are required for the construction of Project No. FVSU – HPE 01, Reroofing of The HPE Complex located on the campus of Fort Valley State University, Fort Valley, Georgia. Bids must be physically submitted in a sealed, opaque envelope, marked with the required details, and delivered to the specified bid room by the deadline. Attendance at the pre-bid conference is mandatory for contractors intending to submit a bid. The awarded contract will be on a lump sum basis. A Bid Bond equal to at least five percent of the Bid is required, as well as both a performance bond and a payment bond, each in an amount equal to 100 percent of the Contract Sum. The Owner reserves the right to waive technicalities and informalities or to reject bids that are nonresponsive or over budget. The contract will be awarded to the lowest responsive and responsible bidder who meets the requirements, including responsibility criteria relating to debarment, contract default, financial capacity, and safety record. Bids must be submitted using the specified forms, with all required blanks filled, signed, notarized, and sealed. All addenda must be acknowledged. No bid may be withdrawn for thirty-five days after the opening except as permitted by law. The Owner retains the right to negotiate with the lowest responsible bidder if all bids exceed the budget, but only for the purpose of making project changes to reduce costs within the budget. Bidders must include all applicable taxes in their bids and comply with Georgia state laws pertaining to employment, product use, ethics, and immigration. Minority business enterprises are encouraged to participate to the greatest extent possible.
