Site work and paving for a mixed-use development in Colville, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Colville is inviting statements of qualifications and performance information from firms interested in providing professional engineering services for the Ft. Colville Elementary and Hawthorne, Ivy, and Madison Streets non-motorized gap Safe Routes to School project. The project is to include school or playground 20-mph speed zone with flashing beacons and signage, ADA curb ramps, sidewalk without buffer, shared-use path, roundabout, raised intersection, and curb extensions. The project may be funded, or partially funded by WSDOT Local Programs and local funding. Submittals should include the following information: Firm name, phone/fax numbers, email addresses, names of Principal-in-Charge and staff. Submittals will be evaluated and ranked based on the following criteria: 1) Key personnel; 2) Firm experience; 3) Ability to meet project schedules; 4) Approach to projects; 5) Past performance/references; 6) Ability to provide M/WBE participation. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, code of Federal Regulations, Department of Transportation, Subtitle A., Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23, will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. In accordance with Section 504 and the ADA, the Agency shall not discriminate on the basis of disability in any of its programs, services, or activities. Persons with disabilities may request this information be prepared and supplied in alternate forms by calling 509-684-2244. Qualification and performance statements will be reviewed and will be used to select a qualified firm from whom a detailed proposal will be requested for this project. Five (5) copies of the response to this RSQ shall be mailed to, delivered by courier, or presented in person to the City under seal with a concise statement marked on the outside thereof identifying the project to which the submittal pertains. Proposals delivered by facsimile or email will not be accepted. Questions regarding this RSQ should be directed by email to Dave Harper, Public Works Director, at dharper@colville.wa.us.
