The Rosebud Sioux Tribe will accept bids from qualified contractors for the construction of Wicozani Housing Sewer System on the Rosebud Indian Reservation, Todd County, South Dakota. The scope of work includes 3,200 LF of Presby (AES) pipe, 345 LF of 8-inch SDR 35 PVC main, 296 LF of 4-inch Sch 40 PVC pipe for sewer service lines and Presby header system, 1 EA shallow manhole, 1 EA 3,000 gallon single compartment septic tank, 1 EA 3,000 gallon dual compartment septic tank, 1 EA primary distribution box, 2 EA secondary distribution boxes, 735 LF of non-climbable fence, 371 LF of access road, 1 LS for demolition of wastewater treatment system, 2 EA Pump Basins with Overflow Piping, 1 LS for soil preparation and seeding, and all associated record drawings (as-builts) and warranties. The total contract price will not be increased without prior authorization from the Owner via the change order process. The magnitude of construction can be best characterized as $500,000 and $1,000,000. A copy of a valid Contractor's license for the state in which the work resides or Certification of Renewal thereof issued and registration of Indian owned firm from TECRO shall be supplied at the time of bidding and enclosed in the required Bidder's Bond envelope. In the evaluation of the bids, the Owner may, within funding limitations, give preference up to the amount of 10 % above the lowest total bid, to qualified Indian owned firms. The qualified Indian owned firms must register with the local TECRO Office prior to the bid opening. Contractors are advised that state lien laws do not apply on federal trust land. Notice to all contractors that it will be the responsibility of the successful bidder to complete and submit the EPA Construction General Permit and follow all requirements as defined. The TECRO fee which amounts to four and one half percent (4.5%) of the total amount of the contract shall be included in the Contractor's bid and paid by the Contractor.
