The American Canyon Road East Guardrail Project is located approximately 490 feet east of the intersection of American Canyon Road East and Via Firenze. American Canyon Road East is a City arterial roadway that links Interstate 80 and the City. The project consists of removal and replacement of approximately 190 linear feet total of existing temporary barrier systems comprised of concrete K-Rails and plastic crash cushions along both the north (west-bound) and south (east-bound) road shoulders. This project is funded by the Highway Safety Improvement Program (HSIP) Grant and State Gas Tax (Highway Users Tax Account). All work is to be done under contract, in accordance with the plans, specifications and drawings contained within and accompanying the CONTRACT DOCUMENTS. The Contract Proposal must be completed in its entirety and submitted on the forms contained in the CONTRACT DOCUMENTS. Any proposal which is incomplete will be rejected. No bid will be accepted from a bidder who is not licensed in the State of California as a Class A License, (licensed in accordance with the provisions of Division 3, Chapter 9, of the Business and Professions Code of the State of California). The successful Contractor will be required to furnish, with the Agreement, a Faithful Performance Bond in the amount of one hundred percent (100%) of the Agreement price and a Payment for Labor and Materials Bond in the amount of one hundred percent (100%) of the Agreement price. The successful Contractor will be required to furnish, prior to issuance of a Notice of Completion, a Warrantee Bond in the amount of ten percent (10%) of the final Agreement price. The successful Contractor shall also furnish Certificates of Insurance evidencing that all insurance coverage required by the CONTRACT DOCUMENTS has been so secured. All Contract Proposals shall be accompanied by a cashier's or certified check payable to the order of the City of American Canyon, amounting to ten per cent (10%) of the bid, or by a Bid Bond in said amount, on the form included within the Contract Proposal. Said check shall be forfeited, or said bond shall become payable, in case the Bidder depositing same does not complete the requirements as defined in the CONTRACT DOCUMENTS in the time set forth herein below. Contractors must comply with the Department of Industrial Relations (DIR) compliance monitoring unit and labor compliance program. Contractors are required to register before bidding on and entering into contracts for state and local public works projects. The successful Contractor will be required to agree to be a party to and be bound by the City of American Canyon Project Labor Agreement (PLA) for this project (See Appendix B of the Contract Documents). The Contractor shall execute required documents within seven (7) calendar days after the Notice of Award; shall begin work within five (5) calendar days of issuance of the Notice to Proceed; and shall complete work within thirty-five (35) working days of issuance of the Notice to Proceed. The City Council reserves the right to reject any and all proposals, to waive any irregularities, and to award the contract to other than the lowest Bidder. No Bidder may withdraw their Contract Proposal for a period of sixty (60) days after the bid opening. Copies of the CONTRACT DOCUMENTS may be examined or obtained at the stated address herein.
