The City of American Canyon is seeking professional design services for the planning and design of a new neighborhood park on a vacant City-owned parcel along Melvin Road. The approximately 0.7-acre site is intended to be developed as a neighborhood-scale park providing recreational amenities and gathering spaces for the surrounding residential community. The project site is bounded by Melvin Road to the west, the Napa Cove Apartments to the east, residential properties to the north, and existing City tennis courts and a small playground to the south. The site is currently unimproved and generally flat, with a grade differential along the northern property line where adjacent residential properties are at a lower elevation. The City intends to retain a qualified consultant to prepare park design concepts and complete construction documents (PS&E) suitable for public bidding. Construction services will be procured under a separate contract. Existing adjacent infrastructure, including sidewalks, lighting, and a stormwater pump station, will remain in place and shall be accommodated within the park design. Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Consultant." Consultant Selection Date:April 20, 2026 The City has established a planning-level construction budget of approximately $1.35 million for the Melvin Park project. These amounts are provided for planning and design context only and are intended to inform the Consultant's approach to scope, level of detail, and cost-conscious design decisions. This solicitation is for professional design services only and does not include construction. The Consultant shall consider the stated budget when developing design concepts, preparing construction documents, and developing an engineer's estimate. Final construction costs will be subject to public bidding and available funding. The initial term of the Contract shall be one (1) year, at the City’s sole discretion. The City reserves the right to extend the Contract for additional time as necessary; however, the City’s intent is to complete the design phase of the project within one year. 6.3. Right of Rejection The City reserves the right, at its sole discretion, to reject any and all Proposals, no matter their level of responsiveness, or to cancel this RFP in its entirety. A Proposer must comply with all of the terms and instruction of this RFP, and all applicable state and local laws and regulations. Any Proposal that does not meet the requirements of this RFP may be considered to be nonresponsive and rejected. A Proposer may not restrict the rights of the City or otherwise qualify a Proposal. If a Proposer does so, the City may determine the Proposal is a nonresponsive counteroffer, and the Proposal may be rejected. The City reserves the right, at its sole discretion, to waive variances in a Proposal, provided such action is in the best interest of the City. Where the City waives variances in a Proposal, such waiver does not modify the RFP requirements or excuse the Proposer from full compliance with the RFP. Notwithstanding any variance, the City may hold any Proposer to strict compliance with the RFP. Method of contractor selelcion has not been determined at this time.
