Marin Water is seeking Statements of Qualifications (SOQ) from experienced landscape design and installation firms, or firms that can successfully match customers with these services, to establish a list of recommended professionals who can assist residential and commercial customers in transforming their lawn areas into water-efficient landscapes in accordance with Marin Water's Cash-for-Grass Incentive Program (Program) requirements. This RFQ aims to identify qualified companies that can provide landscape services aligned with water-efficient principles and the Program's guidelines. Firms selected through this process will be included on a publicly available list of qualified professionals for customers seeking assistance with their Program rebate-eligible landscape projects. Marin Water may select multiple firms to be include on the list of qualified professionals. Marin Water's Cash for Grass Rebate Program incentivizes property owners to replace water intensive lawns with water-wise landscaping that supports long-term water conservation goals. Eligible conversions must follow specific program requirements including, but not limited to lawn removal, installation of new plants, irrigation efficiency, and soil preparation. As a resource to Program participants, Marin Water seeks to connect customers with prequalified professionals who understand the Program requirements and can support landscape design, planning, and installation to assist with, and ensure, successful project implementation and Program rebate compliance. As Directed by the Marin Water customer, professionals can assist customers with landscape design and installation services directly or can coordinate receipt of these services by a landscape design and installation professional on a customer's behalf. All services offered by the landscape design and installation firms, or firms that can successfully match customers with these services, would be coordinated directly between the firms and Marin Water customers as each Marin Water customer may choose. There is no guarantee of work and there will be no direct contractual relationship between the qualified firms and Marin Water. Qualified firms will demonstrate the ability to provide one or more of the following services, either directly or in coordination with other service providers, to Marin Water customers: 1. Landscape Design Services a. Existing site assessment and water-efficient landscape planning. b. Preparation of a detailed design plan or planting plan (showing location, quantity and botanical names of plants), compliant with local codes and Marin Water's Cash-for-Grass Program Requirements. 2. Landscape Installation Services a. Lawn removal and soil preparation (or application of sheet-mulching materials). b. Installation of low-volume, drip irrigation equipment. c. Installation of low-water-use plants, per CA Center for Urban Horticulture's WUCOLs list. d. Installation of permeable hardscape e. Site clean-up and basic maintenance guidance post-installation Firms may apply for one or both categories (Design and/or Installation). Multi-disciplinary teams or service coordinators may also submit qualifications. Licenses and Insurance a. Copy of relevant licenses and certificates of insurance such as general liability, workers compensation, and auto, if applicable. The method of Contractor Selection has not been Determined at this time.
