The Marin Municipal Water District (District) is soliciting proposals to provide a District-wide Advanced Metering Infrastructure (AMI) deployment solution, including provision of an AMI data collection network with District-wide coverage, supply of AMI compatible water meters and registers, the supply of AMI radio transmitters for all District accounts, and provision of a fully functional AMI meter data collection software, analysis and meter data management solution. Marin Municipal Water District (District) is seeking to implement a District-wide Advanced Metering Infrastructure (AMI) deployment solution, including provision of an AMI data collection network with District-wide coverage, supply of AMI compatible water meters and registers, the supply of AMI radio transmitters for all District accounts, and provision of a fully functional AMI meter data collection software, analysis and meter data management solution. Full deployment of AMI related equipment is scheduled to begin in FY27 and be completed within four years. The District anticipates issuing a future Invitation for Bid (IFB) for selection of an installation contractor to complete installation of AMI equipment and potentially a future RFP for a customer-facing portal in the first quarter of calendar year 2026. The District anticipates awarding three agreements to the successful Proposer selected pursuant to this RFP, generally described as follows (i) an agreement for professional services required for the AMI deployment project; (ii) a purchase agreement for the AMI water meters and registers, AMI radio transmitters and all other equipment required for the AMI deployment project; and (iii) an agreement for the AMI meter data collection software, analysis and meter data management solution. The successful Proposer will be required to consent to an assignment of the equipment purchase agreement to the installation contractor selected through the IFB process and Proposer will coordinate schedule for equipment delivery, training and installation with the installation contractor. All questions asked during the Pre-Proposal Conference deemed to be pertinent by the District will be addressed in an addendum following the Pre-Proposal Conference. Nothing stated or discussed durin-Proposal Conference shall be considered to modify, alter or change the requirements of the RFP, unless it shall be subsequently incorporated into said addendum. Upon submission, all proposals become the property of the District, and are subject to disclosure under the California Public Records Act. Questions received after this date and time shall not be evaluated. District Last Responses to Questions January 27, 2026. The District reserves the right to withhold award of the above referenced agreement(s) for a period of one hundred twenty (120) days following the opening of proposals. During such time, the District may issue the IFB for the installation contractor. All proposals received are considered firm for that 120-day period. The District reserves the right to amend this RFP, by addenda, prior to the date set for receipt of the submission of proposals. Addenda or amendments will be posted on the District's website. Parties that register to attend the Pre-Proposal Conference shall be notified of addenda by email; however, it shall be the Proposer's responsibility to ascertain if addenda have been issued. All such addenda shall become part of the RFP and all Proposers shall be bound by such addenda. Addenda, including postponement of the date for receipt of proposals, may be issued up to three (3) days prior to the date the proposals are due.
