The bid proposal must be accompanied by a bid security in an amount not less than five percent (5%) of the total bid. The successful contractor must execute a one hundred (100%) surety performance and payment bonds. The original bid bond must be delivered to the contracting officer at the address above prior to the bid opening or a bid will be deemed non-responsive. No bidder may withdraw his bid within 120 days from bid opening date. This is a work order-based contract that will be performed at various locations across the County, as needed to perform asphalt restoration. This is a non-exclusive contract, and as such, the County does not guarantee that the full amount of the Contract will be issued to the Contractor. The scope of this Contract is for asphalt restoration following repair work completed by Miami-Dade Water and Sewer Department at various locations throughout Miami-Dade County. All sites must be restored in compliance with local standards to prevent hazardous road conditions, minimize resident complaints, and avoid citations from Right-of-Way owners. The unit prices bid will be used for uniform comparison amongst the bidders and the bids will be evaluated based upon the lowest bid dollar amount. The Contract will be awarded for an aggregate amount of up to $4,375,890.00 for a 730- calendar day period. There is no time allowance. There is no mandatory site visit. Project Duration: 730 Calendar Days. There is no Time Contingency Period This contract has no Small Business Enterprise (SBE) Goods and Services Goals. The County Mayor or Mayor's designee has the option to renew the contract for one (1) additional year, provided the same unit prices used in the original contract are used for the work, with an additional amount of up to $2,118,645.00 being allocated for the renewal period. Continuation of the Contract beyond the initial period is a County prerogative not a right of the bidder. This prerogative will be exercised only when such continuation is clearly in the best interest of the County. The actual amount of work orders assigned is also a prerogative of the County in its sole discretion and dependent only upon the County's needs. Estimated Range of the Base Bid - $3,266,959.50 to $3,952,840.50, not including contingency and dedicated allowances. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The County has allocated certain funds for this project. Should the amounts bid exceed expected levels, the Department reserves the right to either reduce quantities and/or delete elements of the work while proceeding at the prices bid or reject bids and re-advertise at its sole option. The Board of County Commissioners, Miami-Dade County, Florida, reserves the right to reject any or all bids, to waive any informality in any bid or to re-advertise for bids. Bids from any person, firm or Corporation in default on other contracts or agreements with the County may be rejected. Failure by the Bidder to satisfy claims on previous contracts with the County may be cause for rejection of his bid. The County reserves the right to postpone or cancel the bid opening at any time prior to the scheduled opening of bids.
