The project involves the replacement of existing PVC natural gas mains with approximately 138,000 linear feet of 4-inch PE coiled pipe and approximately 36,850 linear feet of 2-inch PE coiled pipe in the northwestern and southern portions of the gas system service area. The work also includes the replacement of service pipe totaling approximately 38,500 linear feet of 3/4-inch PE pipe. Additional elements include the installation of 4 and 2 PE ball valves, tracer wire pedestals, necessary road bores, and tie-ins to the existing 4 and 2 inch gas mains, as well as service taps and the transfer of approximately 618 existing customers to the new main. The contractor will also provide miscellaneous fittings, tracer wire, detector tape, and pressure testing at 90 PSI on all new MDPE and 125 PSI on all new HDPE piping or 1.5 MAOP for a turn-key project. All employees must be OQ certified, and the contractor must provide evidence and documentation of Operator Qualification Program compliance for all covered tasks. The project is subject to Build America, Buy America (BABA) requirements and all applicable materials must be produced in the United States. Bidders must provide required documentation for BABA compliance for all materials and components. Pre-qualification requirements: Bidders must be pre-qualified before obtaining bidding documents by submitting a written Operator Qualification and Training Program meeting the certification requirements of the US DOT PHMSA and Louisiana Department of Natural Resources Pipeline Safety Division. Specific scrutiny will be given to workmen's certification to perform covered tasks related to PE gas line installations. At least six workmen, including one supervisor, must be OQ certified for all covered tasks. Bidders must have at least three years of experience constructing Natural Gas Polyethylene Pipeline facilities, an ongoing Drug and Alcohol Mis-use Program, and provide three references from natural gas distribution system operators who have performed work exceeding $250,000 in the past five years. Only contractors and subcontractors who meet these requirements may obtain bidding documents. Additional required documents include attestation forms (criminal convictions), E-Verify affidavit, non-collusion affidavit, and drug testing affidavit, as well as a bid security of five percent of the bid amount. Bidders must be properly licensed under Louisiana law in the appropriate classification. Only responsible bidders will be considered, and lowest three bidders may be required to submit additional documentation within 10 days after bid receipt.
