The project involves preparing an updated Comprehensive Plan for the City of Essex Junction, Vermont, to guide the city’s growth and development for the next 10 to 20 years. The consultant or team will coordinate with city staff, the Planning Commission, City Council, and other relevant boards and committees. The update must comply with state statutes and align with regional planning documents and strategies. The scope of work includes project management, attending and preparing materials for Planning Commission meetings, reviewing existing plans, updating maps and data visualizations, preparing policy updates, leading a multi-channel public engagement strategy, facilitating the plan adoption process, and producing a web and print-ready Comprehensive Plan with all digital data provided to the city at project completion. The proposal should include a technical approach, methodology, team qualifications, cost proposal, and a project schedule. Consultants are encouraged to propose refinements or additional tasks as needed for success. The maximum total project budget is $40,000. Proposals must not exceed 10 pages for project understanding, scope, experience, hours by task, cost, and schedule, plus up to 5 additional pages for team qualifications and relevant summaries. Proposals received late or incomplete will not be considered. All necessary registration with the Vermont Secretary of State’s Office must be completed prior to contract execution.
