Start date is late February, 2026. Question Deadline 10/30/2025 All questions about the meaning or intent of the Contract Documents shall be submitted to the Engineer in writing. Questions received less than five calendar days priorto the date for opening of Bids will not be answered. The project consists of the improvement of 0.63 miles of Waterville-Monclova Road, including the addition of a continuous center left-turn lane, curb and gutter, drainage improvements, pavement markings, installation of a Shared Use Path, milling and resurfacing the existing pavement, site restoration, and associated work. All labor and the furnishing of all materials, tools, machinery, and appliances necessary for construction are required. All contractors must be ODOT Prequalified, and the DBE goal is 7 percent. Instructions indicate that sealed bids must be signed, enclosed in a marked envelope, and addressed to the Municipal Administrator. Each bid must include the name of all interested parties and be accompanied by a bid bond or certified check for ten percent (10%) of the bid amount, payable to the City of Waterville. Bidders must comply with Davis-Bacon Act prevailing wage rates, submit affidavits in compliance with Ohio Revised Code Section 3517.13, and certify compliance under Federal and State Requirements. A DBE Utilization Plan must also be submitted prior to bid opening. Late bids or those lacking bond/guarantee will not be considered. The successful bidder must submit a Performance Bond, Maintenance Bond, and Certificates of Insurance prior to contract execution. The City reserves the right to reject any or all bids or to adjust proposal quantities. Bids may not be withdrawn for sixty (60) days after the scheduled closing time.
