Renovation of a water / sewer project in Sumner, Washington. Working plans call for the renovation of a water / sewer project.

As of December 3, 2025, this project will rebid in the next few weeks. Construct upgrades to the solids handling and solids treatment processes at the existing City of Sumner Wastewater Treatment Plant. Improvements include construction of an expansion to the existing Solids Handling Building and modifications to existing treatment systems, structures, and processes to include replacement of existing thickened primary sludge pumps, installation of a new rotary drum thickener and associated thickened WAS sludge pumps, replacement of existing thickening and dewatering polymer systems, and replacement of the existing air gap system. The project also includes the installation of new and modifications to existing electrical power distribution and control equipment to support the new improvements, including the installation of a new standby generator with a subbase fuel tank in a sound-attenuating enclosure. The project will also include construction of a new hammerhead on State Street outside the entrance to the plant, along with new security fencing and access gates. Substantial Completion: 390 working days from NTP Final Completion: 40 working days from Substantial Completion The Bid Form includes NINE (9) Bid Items. Separate pricing is required. Your firm's scope of work may fall within multiple bid items. This project is subject to WA State Labor and Industries' prevailing wage rates. Estimated Value: $19 - $20.5 million *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This project will construct upgrades to the solids handling and solids treatment processes at the existing City of Sumner Wastewater Treatment Plant. These improvements will include construction of an expansion to the existing Solids Handling Building, to include the installation of the new indirect biosolids dryer, thermal fluid heaters, and all associated equipment encompassed in the biosolids dryer scope of supply. The Contractor shall be assigned the portions of the executed Contract titled Biosolids Modernization Project Biosolids Drying Equipment Procurement, for the following items as Specified in the Contract: Equipment Supply, Construction Services, and Post Construction Services. The executed Biosolids Drying Equipment Procurement Contract is attached to the City of Sumner Wastewater Treatment Plant Biosolids Modernization Contract Documents as Part IX. The project will also include construction of a temporary haul truck loading bay to facilitate demolition of existing facilities. Modifications to existing treatment systems, structures and processes will include: replacement of the existing thickened primary sludge pumps in the existing Scum Pump Building, demolition of the existing dissolved air floatation thickener and associated equipment in Equipment Building 2 and the installation of a new rotary drum thickener and associated thickened waste activated sludge pumps, replacement of the existing digested sludge pumps, replacement of the existing thickening and dewatering polymer systems and replacement of the existing air gap system in the existing Solids Handling Building. The existing dewatered sludge conveyance system will also be reconfigured including rehabilitation of the existing dewatered sludge storage hopper, modifications to existing conveyors (both temporary and permanent) and installation of new conveyors. Other project elements include the demolition of the existing waste gas burner and the installation of a new digester gas treatment system to include a hydrogen sulfide and moisture removal and digester gas compression, as well as the installation of a new enclosed waste gas flare. In addition, the existing submersible pumps in Plant Drain Pump Station No. 1 will be replaced and the walls of the existing centrate storage tank will be raised Questions Due Date: Nov 5th 2025, 12:00 PM PST Intent to Bid Due Date: Nov 13th 2025, 1:00 PM PST six feet. The internal recycle pumps and anoxic zone mixers in Aeration Basins 1 and 2 and the effluent UV disinfection system will also be replaced. The project will also include installation of new and modifications to existing electrical power distribution and control equipment to support the new improvements, including the installation of a new standby generator with subbase fuel tank in a sound attenuating enclosure. Finally, the project will include construction of a new hammerhead on State Street just outside the entrance to the plant and new security fencing and access gates.
