The City of Wenatchee, WA, seeks consulting firms with expertise in civil engineering professional services--including design, environmental documentation, public involvement, right-of-way acquisition, engineering, and construction management--for the Bridge Street Multimodal Corridor Improvements project. The project will extend improvements from the South End Bike/Ped Access Bridges Project to South Wenatchee Avenue, enhancing safety for pedestrians and cyclists through a one-way road and two-way cycle track, sidewalks, pedestrian lighting, designated parking, and safety features such as RRFBs and ADA-compliant ramps. Firms should have experience in surveying right-of-way, boundary lines, and topographic elements; designing and constructing roadways, stormwater systems, pedestrian illumination, and retaining walls; coordinating utility relocation; managing all aspects of right of way and easement acquisition, including commercial properties; navigating the SEPA and NEPA environmental processes; conducting public outreach; meeting WSDOT requirements for state and federally funded projects; and providing construction management, including contract administration, field inspection, and material testing. Submit a PDF Statement of Qualifications (SOQ) of no more than eight pages (excluding covers, cover letters, resumes, and references) via email. Submittals will be evaluated based on firm qualifications, personnel experience, approach to the project, capacity to meet schedule/budget, communication methodology, and strategy for partnering with community organizations. The top three firms will be shortlisted for virtual interviews. Firms must be prepared to execute a negotiated hourly rate consultant agreement, provide WSDOT Indirect Cost Rate Acceptance Letter, and submit monthly progress reports with supporting documents. The agreement may be multi-phase, initially covering preliminary engineering and right of way services, with a potential supplement for construction management at the City's discretion.
