The Housing Authority of the City of Elizabeth is seeking proposals for architectural/engineering services for elevator renovations at H.A.C.E. Senior Hi Rises. Proposals should be submitted in triplicate to the attention of the Qualified Purchasing Agent at the Housing Authority of the City of Elizabeth Administration Office. No e-mail, faxed, or late proposals will be accepted. The selection process is qualification-based and not necessarily awarded to the lowest priced proposal. Ford Leonard Towers 4 o Location: 33 Cherry Street, Elizabeth, NJ o Built: 1963 o Ten (10) story senior/family building o Approximately 250 dwelling units o Last significant modernization: Window Replacement 2022 o Elevator Service: The building is serviced by Two (2) electric passenger elevators and one (1) lift elevator o Location: 69 Division Street, Elizabeth, NJ . Built: 1967 o Eleven (11) story high-rise o 126 dwelling units serving seniors and disabled residents o Last modernization: Facade Restoration 2021-2 o Elevator Service: The building is serviced by Two (2) electric passenger elevators and one (1) lift elevator. 3. J.F. Kennedy Arms 4. O'Donnell Dempsey Towers The Authority seeks to engage a qualified Licensed Design Professional to: C. DESIGN CRITERIA AND SCOPE OF SERVICES The selected firm shall be required to: 1. Assessment and Evaluation 5 It is anticipated that there will be separate construction contracts, potentially resulting in one (1) full design package and up to four (4) separate bid phases. The consultant's proposal must reflect this phased approach when developing its construction-phase services fee schedule. The elevators across HACE's Senior Hi-Rise portfolio are in need ofmodernization due to frequent breakdowns and increasing maintenance demands, particularly at Ford Leonard Towers. In addition to the passenger elevators, the scope ofservices shall also include the evaluation and design for the renovation and/or replacement ofthe lift elevators at Ford Leonard and Farley Towers. B. PROJECT BACKGROUND AND OBJECTIVES o Conduct condition assessments ofthe existing elevators and their associated systems; o Develop complete design and construction documents for renovation and modernization; o Assist in procurement through preparation ofbid packages; o Provide construction administration and monitoring services. o Location: 632 Salem Avenue, Elizabeth, NJ o Completed: 1984 o One hundred (100) dwelling units o Last modernization: Bathroom Renovations: 2024 o Amenities: Ground-level community room, laundry room, and updated mailboxes (R) Elevator Service: Two (2) hydraulic passenger elevators
