Control # 25197 Reference Number 0000401103 Bid Intent Optional 7.1 The scope covered by this RFS is to provide services that may include, but are not limited to, the following tasks: 7.1.1 Provide maintenance services on: 7.1.1.1 Existing instrumentation 7.1.1.2 Process units 7.1.1.3 Communication systems 7.1.1.4 Control software, control hardware and associated programming and SCADA reports. 7.2 Provide system integration services for: 7.2.1 Planned plant upgrades 7.2.2 Water booster station upgrades 7.2.3 Sanitary sewer lift station and 7.2.4 Other water and sewer facility upgrades. 7.3 Integration services include recommendations for: 7.3.1 Selection and procurement 7.3.2 Installation and integration of instrumentation 7.3.4 Process equipment 7.3.5 Process changes. 7.4 Perform program modifications to controllers or Human Machine Interfaces (HMIs) to automate processes. 7.5 Provide commissioning and integration oversight for City projects that involve modifications to the SCADA system. 7.6 Work with and coordinate with the City's IT department on computer, networking, and automation hardware. 7.7 Provide training for and develop procedures for SCADA modifications and maintenance to City Staff. 7.8 Develop and implement a plan to provide redundancy and backup for critical components and programs in the City's SCADA system. 7.8.1 Perform automation server and hardware maintenance and make network changes to create a more robust automation network. 7.9 Assist City with developing an overall SCADA Master plan. 7.10 Assist City with developing standards and guidance documents for SCADA System design and construction. 7.11 Troubleshoot, replace, and upgrade communication hardware from remote sites to standardize communication from remote lift stations and pump stations throughout the City. 7.12 Provide as-needed remote access support to supplement on-site visits. 7.13 Calibrate and verify instrumentation readings 7.14 Perform emergency services on the SCADA system It shall be the responder's responsibility to make inquiry to the amendments issued. The City of Shreveport Department of Water & Sewerage is seeking professional services to maintain and upgrade the City of Shreveport's Supervisory, Control and Data Acquisition (SCADA) System. The City is currently utilizing Citect version 7.4 for its SCADA systems. Other major software utilized includes Virtual Logic Controller (VLC) and Windows 10. The City has recently purchased VT SCADA and several new servers. VT SCADA will be the software used for SCADA system upgrades. Primary locations of work are anticipated to be at the T.L. Amiss Water Purification Facility, the Lucas Wastewater Treatment Plant, the North Regional Wastewater Treatment Plant, and various wastewater lift stations and water booster pump stations located throughout the City.
