Guy Park Manor Environmental Education And Resiliency Park Amsterdam NY Question Deadline 11/12/2025 Deadline for Bidders Questions CR Number: 2127661 Phase II of the project consists of access improvements to the manor house, flood protection berms, parking and site enhancements, landscaping, and safety-related lighting and signage; and all other related work as required, indicated, and specified. Major components of design include: Manor House The construction scope under Phase I is limited to the rehabilitation and raising of the manor ho use and areas surrounding the house. Placement of fill under Phase I creates varying slopes that will need to be extended to the specified grades as shown in the Phase II design. A modular ram p system that is installed under Phase I will be replaced with a permanent, stone veneered, conc rete ramp under Phase II. Approx 400 cubic yard (850 tons) of historic stones from the Phase I co nstruction will be salvaged and stored onsite for use by the Phase II contractor to create more u niform visuals around the manor house and the site. The Phase II contractor shall carefully disass emble the modular ramp system and move all its parts to a temporary storage location onsite. A ny damage caused by the Contractor during disassembly and storage will need to be replaced in kind at no additional cost. The Phase II contractor shall notify NYS Canal Fonda Section staff who will pick up the desired materials. Any items not salvaged by the NYS Canal Corporation will beco me the property of the Phase II contractor. A Certificate of Occupancy for a S2 (Storage) Occupancy Category will be obtained for the manor house at the completion of Phase I construction, but the building will be vacant until a tenant is secured, which won't be likely in the near term. Still, access to the manor house shall be maintained so that the building can be accessed by prospective tenants during that time. 3.2 Flood Protection Berm The site design includes earthen flood protection berms that are raised to an elevation that prevents ice floes and rushing flood watersfrom severely damaging site assets, including the lock house, manor house, and power house, before the flood waters can be conveyed via the spillway or river downstream. It is expected that additional fill will need to be imported to construct the flood protection berms. Testing will be required for all imported fill in accordance with the testing requirements set forth in the Special notes in the attachment. 3.3 Fencing Existing site fencing shall remain in place until the Phase 1 Contractor has completely demobilized. New site fencing shall be placed as per the contract in coordination with NYSCC Operations, who have lock operators and maintenance staff on site during regular business hours. Access to the powerhouse, lockhouse, maintenance buildings, the moveable dam, upper and lower approach walls, and all other canal facilities shall remain open to NYSCC staff for the duration of construction. Accommodation for NYSCC on-site parking shall be maintained at all times. The CSX right-of-way (ROW) shall not be blocked or use thereof impeded at any time. The site entrance crosses the CSX ROW. If the site entrance needs to be barricaded at any time for any reason, the Construction Engineer shall ensure that barricades are placed outside the site boundary so that traffic is not able to back up to the CSX ROW but instead is backing up onto W Main St or Evelyn St. Plantings and Afforestation All plantings shall be delivered, stored, and placed in accordance with the contract specifications as well as any special handling stipulations outlined in the nursery's guidelines or other installation procedures agreed to during the submittal phase. All plantings shall be verified through the submittal process and no substitutions may be allowed without prior written approval. The site's outer perimeter abutting the CSX railroad is envisioned as a forested area, creating a park space buffered from the railroad and noise. There is an archaeologically sensitive area north of the manor house and access road. Within the archaeologically sensitive area, existing soil shall not be disturbed at a depth deeper than 12". Refer to the rendering in Figure 3. 3.5 Signage Installation Mockups and signage schedules shall be approved ahead of signage installation and shall be kept on site for review and approval by the Architect. The Construction Manager shall ensure that the Contractor's signage fabricator is coordinating their work with the orientation of pathways and the final site layout to accomplish the design intent without conflicts. 3.6 Utilities and Lighting The site includes an ambient lighting system, with power supply coming from the manor house and being distributed to site fixtures through two lighting panels. Thorough documentation of the location of all buried electrical lines shall be kept on the as-builts. Locations of sleeves shall be marked on pavement and planting bed edges for future pulls and shall be oversized to allow future expansion. Clashes with water, sewer, data, irrigation, and other utilities shall be avoided. All light fixtures shall be verified during the submittal phase and just prior to ordering, since light fixture manufacturerstend to change their offeringsfrequently. All requirements of the technical specifications with respect to availability for replacement, availability of spare parts, having readily accessible manufacturers, and other considerations shall be maintained. Maintenance of fixtures shall be considered in their final placement and orientation to ensure ballasts, bulbs, diodes, and Construction project consists of access improvements to the manor house, flood protection berms, parking and site enhancements, landscaping, and safety-related lighting and signage; and all other related work as required, indicated, and specified.
