Site work and paving for a mixed-use development in Durand, Wisconsin. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The work, in general, will include the approximate quantities and items listed below: Clearing and Grubbing 650 ID Remove Asphalt & Concrete 20,200 sy Remove Curb & Gutter 5,900 If Excavation 6,500 Water Main (4", 6", 8" and 10") and Appurtenances 3,300 If Sanitary Sewer (8", 10", and 21") and Appurtenances 1,900 If Storm Sewer (12", 15", 18", 24", and 30") and Appurtenances 3,400 If 5' x 10' Brick Arch Culvert Concrete Cap 120 If Crushed Aggregate Base 4,500 Concrete Curb and Gutter 6,200 If Concrete Sidewalk and Driveways (4" and 6") 38,600 sf Hot Mix Asphalt (2", 3", and 4") 16,000 sy Pavement Markings 5,400 If Traffic Control 1 Is Topsoil. Turf. Grasses, and Erosion Matt 6.000 sv The proposals shall be submitted on the forms furnished with the specifications. Each proposal shall be accompanied by a certified check payable to the owner equal to five percent (5%) of the proposal or a bid bond of a bonding company duly authorized to do business in the State of Wisconsin in an amount equal to five percent (5%) of the proposal. This project is part of a WisDOT Local Road Improvement Program (LRIP) MSIS Project, which consists of street improvements of existing street including clearing and grubbing, removals, excavation, storm sewer, curb and gutter, sidewalk, driveways, crushed aggregate base, hot mix asphalt pavement, pavement markings, and restoration. The project is also funded in part with WisDNR Clean Water Fund and WisDNR Safe Drinking Water Fund. Federal DavisBacon Act wage rates are applicable to this project per Federal Labor Provisions (4010). Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage and fringe rates to be paid under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. We encourage MBES, DBEs, and WBEs to submit bid proposals. The solicitation of subcontractors must evidence a good faith effort to obtain bids from MBES, DBEs and WBEs, such efforts to be documented. The Contract shall be subject to wage rates established by the Federal DavisBacon Act. Information explaining other prevailing wage rate laws that may apply to this work is included in the project specifications. The successful bidder will be required to conform to the wage requirements prescribed by the Federal DavisBacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area." Minimum salaries and fringes to be paid on the project shall be in accordance with the prevailing wage rate scale established by the Federal Department of Labor (DOL). Attention is called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor standards program laws, including, but not limited to the Davis Bacon Act, the Copeland Anti Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to all projects. Any contract or contracts awarded under this invitation for bids may be funded in part by the Wisconsin Department of Natural Resources Clean Water and Safe Drinking Water Fund Program. Neither the State of Wisconsin nor any of its departments, agencies, or employees is or will be party to this invitation for bids or any resulting contract This procedure is subject to the grantee's policy regarding the increased use of minority and women's businesses. The grantee's policy requires all bidders to undertake specified affirmative efforts. At least 15 days prior to bid opening, the bidder needs to contact five MBEs and five WBEs to solicit bids. To comply with the requirements, the grantee requires documentation of all contacts on the contact forms included in the specification. The contact forms need to be submitted with the bid. We encourage MBEs and WBEs to submit bid proposals. Domestic Preference. This project is subject to the American Iron and Steel (AIS) requirements instituted by Section 746 of title VII of the Consolidated Appropriations Act of 2017. Absent an approved waiver, all iron and steel used in this project must be produced in the United States. The following waivers apply to this Contract. De Minimis, Small Grants, and Minor Components. Proposals shall not be withdrawn for a period of 60 days after the date of opening. The City of Durand reserves the right to reject any or all of the proposals and to waive any informalities therein.
