Site work for a development in Utica, New York. Completed plans call for site work for a one-story above grade development.

The project consists of ground improvements, foundations, and extension of water and sanitary services to support future site development. Bids will be accepted only from bidders who obtain bidding documents from the issuing office via the Avalon Plan Room and are duly registered on the List of Bidders. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit a non-refundable payment in order to receive the electronic download of the project manual and plan sheets (contract documents). Bid security must be furnished in accordance with the instructions to bidders. Bidders shall submit proof of qualifications to perform the work as described in the instructions to bidders. The issuing office reserves the right to waive any formalities and to reject any and all bids. Estimated Range $1,000,000-$1,500,000 Project has 2 Components: Component 1 - RIGID INCLUSIONS AND FOUNDATIONS for ground improvements to support a future 5 story Mixed-Use Building. Work includes select fill placement and compaction. Also, there are three Alternate Bid Items for Pier Footings, Wall Footings and Retaining Walls, and Slab-on-grade. Component 2 - UTILITY EXTENSIONS for existing concrete building foundation and slab demolition, removal of utility manholes and abandonment of sewers, installation of new 6" water service and sanitary sewer with lateral to Mixed-Use Bldg. Mr. Cammer noted there are some minor corrections on the Utility Profiles on C-201 for existing utility crossings that will be corrected by Addenda. b. Maintenance and Protection of Traffic (MPT) o Contractor to submit their MPT Plan for review and approval prior to initiating any construction activities. Contractor site access from Lee Street West gate. o Contractor responsible for all permits and associated fees for the project. c. Site Security: It was noted that the site has seen vandalism in the past but security has improved since the site has been opened to the public and additional police patrols. There is also a Historic Steam Crane currently at the site that will be restored for an exhibit near the proposed Mixed-Use Building *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Work subject to MWBE and SDVOB Equal Employment Opportunity Laws (0% Combined Goal)/Funding by Community Resiliency, Economic Sustainability, and Technology (CREST) grant administered by the NYS Dormitory Authority (DASNY). Contractor's EEO policy statement shall be submitted. Question Deadline 11/06/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing using the Bid Clarification Form no later than seven calendar days before the date the bids are to be received
