FOR INQUIRIES AND ADMINISTRATIVE MATTERS: Contact the following individuals Monday through Friday between the hours of 7:00 AM and 2:30 PM Pacific Time: Geraldine Kemp: Geraldine.L.Kemp@usace.army.mil Willapa Harbor Maintenance Dredging project in Willapa Harbor, Washington.USACE, Seattle District has been tasked to solicit for and award a construction contract to maintenance dredge the Bay Center, Nahcotta, and Tokeland Federal Navigation Channels to their authorized depths. Up to 180,000 CY is expected to be dredged across the three features via mechanical clamshell dredging. The minimum required dredging depth varies from -10 ft (Bay Center and Nahcotta) to -15 ft (Tokeland), MLLW, +2 ft overdepth at each location. In addition, dredging approximately 10,000 CY to a minimum depth of -9 ft MLLW (+1 ft overdepth) may be required in the Bay Center/Palix River Access Lane to ensure sufficient water depths for the dredge, scow, and tugboats to transit between Bay Center and the disposal sites. This amount has the potential to change due to the dynamic nature of the Palix River at its confluence with Willapa Bay. Dredged material will be disposed via bottom dump scow at the Cape Shoalwater open-water dispersive disposal site or the South Channel open-water dispersive disposal site. Work is anticipated to begin in summer 2026. The work window varies by project features. For any given calendar year, the in-water work windows are as follows: Bay Center/Palix River: 16 Jul through 30 Sep Nahcotta: 16 Jul through 01 Feb Tokeland: 16 Jul through 15 FebWillapa Bay presents significant navigational hazards due to its exposed Pacific Ocean entrance, unmaintained channels, shifting shoals, and unpredictable weather. This performance window includes the worst season for storm and marine conditions. The U.S. Coast Guard has removed aids-to-navigation at Willapa Bar because of unreliable conditions, and their Waterways Analysis notes over 50 unreported groundings annually. These hazards present serious safety concerns for contractors and local users, complicating mobilization and dredging operations throughout the project area.In accordance with Federal Acquisition Regulation (FAR) Part 36 , the estimated construction price range for this project is: Between $5,000,000 and $10,000,000. Estimated duration of the dredging activities is 3-7 months. PLEASE SEE THE ATTACHED SOLICITATION, SPECIFICATIONS AND DRAWINGS FOR INSTRUCTIONS ON SUBMITTING A BID IN RESPONSE TO THE SOLICITATION. The work includes mechanical clamshell maintenance dredging from the specified dredging locations in the Willapa Harbor Federal Navigation Project in Willapa Bay, WA, with disposal from bottom dump scows in one of two specified open water disposal sites described in Section 35 20 23 DREDGING. The environmental work windows in any given year are as follows: a. Bay Center Entrance Channel and Palix River Access Lane [16 JUL through 30 SEP] b. Nahcotta Entrance Channel and Boat Basin Access Lane [16 JUL through 1 FEB] c. Tokeland Entrance Channel [16 JUL through 15 FEB] 1.3.2 Location The work is located in three areas of the Willapa Bay Federal Navigation Project in Willapa Harbor, WA, approximately as indicated: a. Bay Center Entrance Channel (Sta. 00+00 to Sta. 36+00) and Palix River Access Lane (varies) b. Nahcotta Entrance Channel and Boat Basin Access Lane (Sta. 00+00 to Sta. 15+60) c. Tokeland Entrance Channel (Sta. 00+00 to Sta. 14+60) The exact location is shown on the plans. 1.4 PROJECT SCHEDULE 1.4.1 Baseline Project Schedule Within 10 calendar days after Notice to Proceed and prior to the start of work, prepare and submit to the COR a Baseline Project Schedule in accordance with the terms in Contract Clause FAR 52.236-15 Schedules for Construction Contracts, except as modified in this contract. The approval of a Baseline Construction Schedule is a condition precedent to: a. The Contractor starting construction stage(s) of the contract. b. Processing Contractor's invoice(s) for construction activities/items of work. c. Review of any schedule updates. Submittal of the Baseline Construction Schedule, and subsequent schedule updates, is understood to be the Contractor's certification that the submitted schedule meets the requirements of the Contract Documents, represents the Contractor's plan on how the work will be accomplished, and accurately reflects the work that has been accomplished and how it was sequenced. 1.4.2 Schedule Monthly Updates Update the Schedule at monthly intervals or when the schedule has been revised. Keep the updated schedule current, reflecting actual activity progress and plan for completing the remaining work. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
