The City of St. Joseph seeking informal price quotes for replacement parts for the dissolved air flotation (DAF) biosolids removal sweeps for our Water Protection Division. Part descriptions and quantities are listed in the line items. Water Protection staff operates a dissolved air flotation (DAF) system to thicken waste sludge from the aeration treatment process. Proper wasting of biomass is critical to maintaining compliance with the facility's NPDES permit, as the biosolids must be thickened prior to being sent to the anaerobic digester. The DAF system operates with three cells for sludge thickening and collection. The sweep collection mechanism for Cell No. 2 has failed and requires replacement parts to restore operation. Without repair, the facility operates at reduced capacity, increasing operational risk and limiting process control. The system relies on two active cells with the third serving as a backup, which is used when solids begin to build up. Staff have already observed a minor buildup of solids that would normally be managed by operating the backup cell. If one of the two operational cells were to fail, the facility could be unable to meet required treatment standards. The City of St. Joseph reserves the right to accept or reject any or all quotes.
