Question Submission Deadline: November 17, 2025, 5:00pm The City prefers ALL inquiries related to this solicitation to be submitted through the Question and Answer section of the Project through the Procurement Portal The City of St. Augustine is seeking the services of a qualified and licensed Florida contractor for construction of improvements to the existing seawall located along Inlet Drive (between 117 and 151 Inlet Drive) in St. Augustine, Florida. The project (precast concrete segmented block wall with concrete cap, stormwater upgrades, see Bid Tabulation) shall be completed no later than June 1, 2026. This project is currently funded through the Florida Department of Environmental Protection's Resilient Florida Grant Program. The funding is also subject to federal requirements. The construction scope of work shall include installing approximately 692 linear feet precast concrete segmented block retaining wall behind (landward) the existing coquina block wall that is located adjacent to Salt Run. The existing coquina block wall cap elevation is approximately 4.5 feet (NAVD88). The new retaining wall shall be constructed to an elevation of 8.75 feet (NAVD88) top of wall and will connect to the existing walls that are located on either end of the project. Additionally, two (2) existing curb inlets and the existing 12" diameter corrugated metal pipe (CMP) with associated stormwater outfalls shall be raised and replaced by 14"x23" elliptical reinforced concrete pipe (ERCP) and retrofitted to include a tidal check valve. Rip-Rap is proposed to fill the gap between the existing coquina wall and the new retaining wall and in areas where the coquina wall is missing. Appropriate transitions from the new wall back to the curb along Inlet Drive are included. Also included is the removal and replacement of a minor section of wooden pier and concrete sidewalk, water service line replacement and electrical service relocation to the pier. Appropriate erosion and sediment control measures shall be utilzed during construction. All work is proposed to be completed above the Mean High Water Level (MHWL), therefore avoiding any impacts to surface waters and/or wetlands. The Contractor shall be responsible for maintaining a safe and secure worksite for the duration of the work. The contractor shall maintain all work staging areas in a neat and presentable condition. The Contractor shall be responsible for furnishing or contracting all labor, materials, equipment, tools, transportation and supervision and for performing all work per sealed engineering designs and construction plans. The City shall obtain all necessary easement and right-of-way permits for the project. All construction activities shall be monitored by the professional of record. The Sub-Recipient shall complete the project in accordance with all required permits. All work shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations, including applicable codes and standards. This project is funded by the Florida Department of Environmental Protection (FDEP) Contract Number 22FRP111, Exhibit C. The Contractor shall be familiar with all FDEP policies, guidelines and requirements. The Contractor is required to abide by all terms and conditions herein this document and attachments. The Sub-Recipient shall complete the project in accordance with all required permits. All work shall be completed in strict compliance with Federal, State and Local applicable Rules and Regulations, including applicable codes and standards. The City will determine allowable costs in accordance with Federal cost principles for services required under the contract. The City of St. Augustine reserves the right, which is understood and agreed to by all respondents, to waive any informality in or to reject any or all of bids if deemed to be in its best interest. The City also reserves the right to award a contract on such material(s) as the City deems will best serve its interests
