Repairs To Sanitary Sewer Lines PERIOD: 12/1/2025-11/30/2026 Invitations are extended to qualified bidders to initially bid for repairs to sanitary sewer lines. Bids will be accepted by U.S. mail, express mail, or in person at the Warren Town Hall, 2nd Floor Purchasing, 46 Mountain Boulevard, Warren, New Jersey, Attention: Purchasing Department. All bids must be presented in fully and completely sealed envelopes which are clearly marked "Bids enclosed REPAIRS TO SANITARY SEWER LINES, Warren, New Jersey," attention to Purchasing Department, 46 Mountain Boulevard, Warren, New Jersey 07059. No bid will be received after the specified time and date. After receipt, no bid may be withdrawn within sixty (60) days after the date of the bid opening except as provided. The bid of any bidder who consents to an extension may be held for consideration for a longer period as may be agreed. All bids must be on the bid forms provided in the bid packet, with all required documents completed and submitted by the designated date. Specifications and bid forms may be obtained at the Town Hall Purchasing Office, Township of Warren. Any prospective bidder who wishes to challenge a bid specification must file such challenge, in writing, with the contracting agent at least three business days prior to bid opening. The Township reserves the right to reject any or all bids, waive immaterial informalities, or accept any bid in the Township's best interest. The selected bidder will, within three days of award, enter into the contract attached to the bid packet. All bidders must comply with relevant non-discrimination, affirmative action, prevailing wage, public works contractor registration, and business registration statutes and regulations. The bid for services is being awarded through a fair and open process. MBE (20%), WBE (6.9%) The Township is soliciting hourly rate bids for general repair services to sanitary sewer infrastructure, which includes but is not limited to: concrete manholes, asbestos-lined pipe, PVC pipe, ductile iron pipe, gravity sewer lines, and force mains. The majority ofthe sewer lines to be repaired are located within the pavement on local and county roads. All work shall be performed as directed by the Wastewater Treatment System Manager ("WTSM") or Sewer Department Director ("Director"). o All work shall conform to the NJDOT Standard Specifications for Road and Bridge Construction 2019 (along with subsequent BDC's). o No entry into the sewer lines is permitted without proper confined space entry protocol as defined by OSHA, PEOSHA, ANSI, NIOSH, or other applicable regulations. o Saw cut pavement existing asphalt pavement in a square shape with the dimensions no less than four feet (4') by four feet (4'), or as directed by WTSM. o Excavate material up to two feet (2') deep and dispose ofwaste material. Disposal is responsibility of contractor. o Backfill and compact in accordance with section 203.03.02.B.3 ofthe NJDOT Specifications. o Pavement section shall be six inches (6") of DGA, five inches (6") of HMA pavement. Compact areas with a flat face compactor. Compacted pavement shall be 1/8" higher than the adjacent pavement surface. o Where necessary, traffic protection will be provided and paid for by Warren Township through its police department and third-party officer assignment program. o All work shall be guaranteed for a period of one (1) year. o Traffic Control shall be subject to the approval ofthe Sewer Director, Chief ofPolice or their Designee o Township shall reimburse all costs for Police Officers required for traffic control Bonds - NOT REQUIRED FOR BID *The bid list for this project may be incomplete.
