The full project scope is defined in the Contract Documents. Instructions to bidders: Bids will be received for a lump sum price for the entire project, all trades included. Bidders must be prequalified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in General Construction or General Construction/Alterations/Additions. Bidders and subcontractors for each major branch of work must be prequalified by the DPMC. Submissions must include a Certificate of Prequalification/Classification and an Affidavit as to the Total Amount of Uncompleted Contracts for both the Bidder and all listed subcontractors. No modifications to the Instructions to Bidders, General Conditions, Supplemental Conditions, or Specifications are permitted before bid acceptance, except as allowed by addenda. Bids with proposed modifications will be rejected as non-responsive. Bidders must comply with requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. An Initial Project Workforce Report (Form AA-201) is required from the successful Contractor. A Statement of Ownership listing any person or entity with ten percent or more ownership is required. Compliance with the Public Works Contractor Registration Act and submission of a current certification is required at the time the bid is submitted. All bidders and listed subcontractors must also submit a Business Registration Certificate. Bidders must submit an affidavit of not being debarred or disqualified. Successful bidders must provide certification that all controlling interest entities are not on the federal debarred contractors list. Bids must be accompanied by bid security of 10% of the bid amount, not to exceed $20,000, and a Certificate of Consent of Surety. The successful bidder is required to furnish additional bonds. The Board of Education reserves the right to reject non-responsive bids or all bids and to waive minor informalities. No bid may be withdrawn for sixty days after the opening date. The contract will be awarded to the lowest responsible bidder.
