The Town of Delhi is requesting statements of qualifications from professional engineering and planning firms for services at the Delhi Municipal Airport for the following projects: New Lighting System and Control Panel, Runway Obstruction Removal – Phase II, Runway Rehabilitation, Fuel Farm, Drainage Study, Runway Obstruction Removal – Phase III, Drainage Improvements, Wildlife Fence, Apron Reconstruction, and Agricultural Apron. The scope of services may include topographic surveys, preliminary investigations, preparation of preliminary and final construction plans and specifications, cost estimates, grant management, construction administration, bidding services, resident inspection, and other special services. Project administrative procedures and any additional projects funded during the contract period are included, subject to FAA and DOTD funding. Interested firms must submit three copies of their statement of qualifications on Standard Form SF-330. Evaluations will use criteria with weighted factors: General Firm Information, Sub-Consultants Information, Experience of Firm/Sub-Consultants (Weight 5), Experience of Key Staff (Weight 5), Past Performance (Weight 2), Current Work Load (Weight 2), Firm Size and Technical Disciplines (Weight 1), Location (Weight 1). The top three applicants will be shortlisted, and further evaluation may take place if necessary, potentially including a Request for Proposals. The sponsor will negotiate with the top-ranked firm and, if unsuccessful, with the next in ranking. A standard DOTD/Division of Aviation type contract will be required, and the sponsor reserves the right to reject all applicants and re-advertise. Instructions for bidders: Submit three (3) copies of the Statement of Qualifications on Standard Form SF-330 to the designated address. Scoring will be based on specified weighted criteria. Applicants may be required to provide further submissions if shortlisted. Failure to provide all requested information may result in disqualification from evaluation.
