**As of December 11, 2025, the project was awarded to Elam’s Excavating, LLC , with an awarded amount of $204,526.34** The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who, in their consideration, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 60 days after the opening date, although not accepted or rejected. The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the Water Main Replacement- High St. from Elm St. to College Ave. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin and are required to follow all State of Ohio prevailing wage rate requirements.
