The County of Tuolumne through its Public Works Engineering ("County") is seeking bids from qualified firms to provide structural debris and hazard tree removal operations in an expedited manner while ensuring the protection of public health, safety, and the environment. On September 2, 2025, Tuolumne County experienced a series of lightning strikes that ignited multiple wildfires, impacting the entire county. These fires caused significant damage to the community, including the destruction of numerous buildings within the historical landmark area of Chinese Camp. In response, Tuolumne County is undertaking post-wildfire debris removal under the California Disaster Assistance Act (CDAA) Phase I and Phase II programs. This work protects public health and safety by removing hazardous materials- such as heavy metals and asbestos- preventing environmental contamination, and supporting the community's recovery and rebuilding efforts. The County of Tuolumne through its Public Works Engineering Division ("County") is seeking bids from qualified firms to provide structural debris and hazard tree removal operations in an expedited manner while ensuring the protection of public health, safety, and the environment. These services must be provided for a 4 month term, with the option of a 4-month extension. Said services must meet all applicable Federal, State and/or Local regulations. The payment of prevailing wages is required. All work specified in this contract shall be done in accordance with the Exhibit A.1, "Special Provisions", Disaster Debris and Hazard Tree Removal Special Provisions, dated July 2024, as modified by this Invitation For Bids. Prior to award of the contract, the Contractor shall possess a General Class A, General Engineering license with a Hazardous Substance Removal Certification (HAZ) issued by the State of California. Contractor's Licensing Board. Failure of the bidder to obtain the required license before award of the contract constitutes a failure to execute the contract. This work will include the preparation, removal, transport, and recycling or disposal of metals, ash, debris, concrete foundations and flatwork, potentially dangerous trees, and contaminated soil on residential properties included in the Structural Debris Removal Function. For the Structural Debris Removal Function, a "potentially dangerous tree" is defined as a tree that poses a risk to debris removal and hazard tree removal crews. These trees are removed at the contractor's expense. Some commercial properties will also be included in this program at the direction of the County. These properties will be addressed in Items 7 and 8 of the Cost Proposal Items. Receiving facilities will be identified by the proposer. A list of landfills that are capable of accepting ash and debris from these Operations is included in Attachment C, Reference Documents. Even though the contractor may be engaged in making arrangements for using receiving facilities or temporary facilities, and providing recommendations on receiving or temporary facilities to the County, the County will ultimately direct the use of receiving facilities for contractors to use in these operations. Currently, the County estimates that 44 residences were destroyed in the TCU Complex. The estimated residential properties listed above are preliminary estimates; actual quantities of structures are not guaranteed and may vary from the estimates substantially, either higher or lower, after the contract is awarded. Proposer must demonstrate that proposer and proposers' firm (or joint venture) is qualified to perform the work as described herein, which includes, but is not limited to, prior project/work experience completing a minimum of two (2) projects of similar size (or larger) and scope within the previous five (5) years, performing as either a prime contractor or subcontractor. See the bid form for further information. Licenses Required to Propose: CSLB License: The prime contractor (the joint venture if the bid is submitted by a joint venture) must possess a valid and active Contractors State License Board (CSLB) General Class A, General Engineering license with a Hazardous Substance Removal Certification (HAZ) issued by the State of California. Subcontractors cannot be used to fulfill this requirement. LTO: The prime contractor or a subcontractor must have a CAL FIRE Licensed Timber Operator (LTO) Commercial License (type "A"). If joint venture, a minimum of one individual member must have a CAL FIRE Licensed Timber Operator (LTO) Commercial License (type "A"). Proposed subcontractors felling trees must have a CAL FIRE Licensed Timber Operator (LTO) Commercial License (type "A"). All required licenses, certifications, and registrations must be current and active at the time of proposal submission. All required licenses, certifications, and registrations must be maintained in good standing throughout the term of the agreement. Lapses occurring after proposal submission may be grounds for disqualification or contract termination. Submit one of the following forms of bidder's security equal to at least ten (10) percent of the bid Certified check . A payment and performance bond, each in the amount of 100 percent of the maximum contract amount, covering the faithful performance of the Contract and payment of obligations arising thereunder is required for any public works contract in excess of twenty-five thousand dollars ($25,000). The Agreement term shall be for a period of 4 month. County may, at its option and upon Contractor's concurrence, extend the term for a period of not more than 4-month, or until said services are no longer required, whichever is sooner. County will never exclude any person from participation in, deny any person the benefits of, or otherwise discriminate against anyone in connection with the award and performance of any contract on the basis of race, religion, creed, medical condition, color, marital status, ancestry, sex, age, national origin or disability. In addition, County requires that any Contractor hired by County to perform any work activity does not discriminate against any employee or applicant for employment because of race, religion, creed, medical condition, color, marital status, ancestry, sex, age, national origin or disability. Question Submission Deadline: November 4, 2025, 5:00pm Questions regarding this IFB must be submitted in writing via the online. Except for questions that might render the award of this contract invalid, the County will not respond to any questions submitted after this time. The County will post the questions received, along with written responses, to the County website, online. It is the responsibility of the bidders to check the County website to review the questions and responses. Any oral responses to questions are not binding on the County. Tentative Award of Contract: November 12, 2025 The term of the agreement will span approximately four (4) months and the anticipated start date is November 24, 2025, subject to the County's Notice to Proceed. Work is to be completed by Feb 28, 2025. Structural Debris and Hazard Tree removal work will generally be authorized Monday through Saturday from the hours of 0700 to 1800 or as directed by the County. Every fifth Saturday will be a non-working day and considered a safety stand-down day. The parameters for workdays are further defined in the "Abbreviations and Definitions" section of this RFP. Tuolumne County reserves the right to direct the DDHTR Contractor to reallocate the DDHTR Contractor's resources to other Operation needs rather than incur delay costs. If a Contractor does not fell Trees in accordance with the terms of this contract, Tuolumne County reserves the right to exercise appropriate remedies (which, at a minimum, may include withholding any payment for Trees associated with the breach of contract). The DDHTR Contractor is further responsible for any and all applicable fines which may apply to unauthorized removal of a tree. Remedies for unauthorized removal of trees will be strictly enforced and repeated or extensive violations may result in termination of this contract. The County reserves the right to reject any or all bids and to waive any irregularities in the bidding.
