All addenda and bid clarifications so issued shall become part of the Contract Documents. 20% SELF PERFORMANCE (CONSTRUCTION).The bidder will perform, with its own organization, work amounting to not less than twenty percent (20%) of the total contract cost, exclusive of costs for materials and equipment the bidder purchases for installation by its subcontractors, except that any items designated by the Board of Water Supply in the contract as "specialty work" may be performed by a subcontract and the cost of such specialty work so performed by the subcontract may be deducted from the total contract before computing the amount of work required to be performed by the bidder with its own organization.
