In 2020, the City established the Camino Pablo Underground Utility District, using Utility Rule 20A provisions and Municipal Code Chapter 13.12 procedures. Aerial electric and communication wiring that is currently supported via timber poles would be converted to an underground system in the public right of way along the west side of Camino Pablo between Camino Sobrante to 500' north of the El Toyonal intersection. PG&E would act as the project lead and Rule 20A funds allocated to Orinda (but controlled by PG&E) would be used to fund the majority of the work. The City would need to pay for converting street lighting where it is currently facilitated by the overhead system (wires and light fixtures supported by the timber poles). The City would be charged by PG&E to be a "joint trench participant" and intends to use Gas Tax funding for this. Some property owners may also be required by PG&E to pay a portion of service conversion costs. In October 2021, the City Council authorized agreements required by PG&E for this Project; however due to PG&E scheduling and backlogs, they will not begin estimating or preliminary planning until 2028, with construction in 2030. The project is included in the City's 2026 - 2030 Capital Improvement Program (CIP).
