Demolition, site work and new construction of a mixed-use development in Phillipsburg, New Jersey. Completed plans call for the demolition of a one-story above grade playground / park / athletic field; one-story above grade playground / park / athletic field; one-story above grade playground / park / athletic field; and one-story above grade swimming pool.

The Work Under This Contract Consists of One (1) Base Bid and Four (4) Add Alternates. The Base Bid Includes the Construction of a 5,092 Sf Bath House, a New Swimming Pool, Lazy River, Splash Pad, a 4,014 Sf Four-season Pavilion, and Associated Site Improvements, Including Parking Areas, Sidewalks, Site Lighting, and Utility Improvements. Add Alternates No. 1 Through No. 4 Include, Respectively, the Construction of a 3,478 Sf Field House, an 865 Sf Open Pavilion, Various Playground Improvements, and a 958 Sf Concession Stand. Substantial Completion on This Contract Must Be Completed Within 550 Calendar Days From the Issuance of a Notice to Proceed. Work Related to the Pool, Bath House, and Associated Parking Lot Must Be Completed by May 24, 2027. Proposals Must Be Made on the Standard Proposal Forms Included With the Contract Documents in the Manner Designated in the Contract Documents, Must Be Enclosed in Sealed Envelopes Bearing the Name and Address of the Bidder and the Name of the Project on the Outside and Be Addressed to the Township of Lopatcong, and Must Be Accompanied by a Statement of Consent of Surety From a Surety Company Authorized to Do Business in the State of New Jersey and Acceptable to the Owner and Either a Bid Bond or a Certified Check Drawn to the Order of Township of Lopatcong for Not Less Than Ten Percent (10%) of the Amount Bid, Except That the Check Shall Not Exceed $20,000.00. The Successful Bidder is Hereby Notified That a Performance Bond and Labor and Material (Payment) Bond for the Full Amount of This Project is Required. The Right is Also Reserved to Reject Any or All Bids or to Waive Any Informalities Where Such Informality is Not Detrimental to the Best Interest of the Owner, Except as to Those Items Which Are Deemed Mandatory and Non-waivable Set Forth in N.j.s.a. 40a:11-23.2. Further, the Owner Reserves the Right to Abandon the Project and Reject the Bids Entirely if Any Legal or State or Federal Administrative Action is Taken Against the Owner Which Could Delay or Jeopardize the Project From Commencing. The Deadline for Submitting Any Questions or Rfi's Regarding the Project is 5:00 Pm Est on January 30, 2026. All Questions, Rfi's, Etc. Shall Be Submitted in Writing to the Attention of the Engineer Derek.jordan@collierseng.com.
