The scope of work includes storm water improvements to 8525 Stone Mountain Court within the City of Pevely and provides for storm sewer pipe and structure installation, wall construction, fence relocation, restoration, traffic control, and other incidental items and work described in the Project Manual or reasonably inferable therefrom. Instructions to bidders include the following: request bid documents via email to be added to the Plan Holders List and receive official communications and addenda; hard copies will not be available for purchase but printed copies may be made at the bidder's expense; project and bidding questions are to be submitted exclusively via e-mail by the specified deadline; a bid security of five percent (5%) of the bid amount must accompany each bid; wage rates have been predetermined as required by law; contractors must comply with requirements regarding employment authorization; upon signing the contract, contractors and subcontractors must provide a ten-hour OSHA construction safety program for on-site employees within sixty days of beginning work; the City will ensure full opportunity for disadvantaged businesses and will not discriminate on prohibited grounds in considering award; the contract will be awarded to the lowest, responsive, responsible bidder, but the owner reserves the right to reject any and all bids or waive irregularities. This work shall consist of the removal and disposal of all existing improvements from the right of way and within the limits of any construction area outside the right of way, except improvements designated or permitted to remain in place or to be removed under other items of work. Removal of improvements shall include, but not be limited to, removing (whether designated for removal or for the preparation for new improvements), or movement if appropriate, of all drainage structures, pavement, surfacing and base courses, curb, gutter, sidewalks, house walks, steps, retaining walls, foundation walls, columns, footings, concrete floors, cisterns, catch basins, uncontaminated storage tanks, manholes, drainage and sewer pipes, water and gas main pipes, signs, mailboxes, planters, fences, scattered or piled bricks, stones, broken masonry, rubbish, debris, outdoor advertising signs, etc., from existing improvements. The plans may not show a complete list of all items to be removed. There may be an undetermined number of abandoned utilities, basement or foundation walls, columns, footings or other improvements encountered. The contractor shall determine the extent of the work to be performed under this item. No additional payment will be made for items not shown on the plans that require removal. The Contractor, acting as an independent contractor, shall faithfully and fully perform the Work described in, and shall do everything required by, the Contract Documents or reasonably inferable therefrom, for the complete construction of the project. The Contractor represents and warrants that he has special skills which qualify him to perform the Work in accordance with the Contract and that he is free to perform all such Work and is not a party to any other agreement, written or oral, the performance of which would prevent or interfere with the performance, in whole or in part, of the Work.
