The City of Hardeeville, South Carolina ("the City") invites qualified vendors to submit proposals for the purchase, installation, and configuration of three (3) solar-powered emergency blue light poles with integrated cellular communication capabilities. Once installed, these poles must be configured to directly dial out to the Jasper County Dispatch Center. The city intends to award a firm-fixed price contract for this project. Equipment Procurement - Three (3) emergency blue light poles. - Each unit must include: o Solar power system sufficient for reliable 24/7 operation. o Cellular connectivity (LTE/5G) capable of establishing voice calls. o Integrated blue beacon light, visible in daylight and nighttime conditions. o Weather-resistant and vandal-resistant design. 2. Installation Services - Site preparation, delivery, and installation at designated City locations. - Coordination with City staff for placement and mounting. - Connection and configuration of cellular service. - Programming to automatically dial Jasper County Dispatch Center upon activation. 3. Testing & Training - Full system testing in the presence of City representatives. - Training for designated City staff in operation, troubleshooting, and system monitoring. 4. Warranty & Maintenance - Vendor shall detail all manufacturer and vendor-provided warranties (minimum 1-year warranty required on parts and labor). - Proposals must include available extended warranties. - Proposals must include post-installation maintenance options, including service call response times and availability of replacement parts. The project is expected to commence within 15 days after NTP and be completed within 90 days. Key milestones include: - Contract Award - Notice to Proceed - Equipment Delivery - Installation Completion - System Testing - Staff Training - within 15 days of completion Vendors must carry the following minimum insurance: - General Liability: $1,000,000 - Workers' Compensation: As required by law - Vehicle Liability: $500,000 Performance and payment bonds may be required upon contract award. Certificate of Insurance and bonds (if required) shall be received within 15 calendar days of award. - The City reserves the right to reject any and all proposals. - The City is not liable for any costs incurred in the preparation of a proposal. - The selected vendor must comply with all applicable federal, state, and local laws. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
