The work consists of providing labor, equipment, and material for the Winfield Sanitary Sewer Infrastructure Improvements Project, specifically Contract 5 - Winfield Sanitary Sewer Pre-Video Inspection Project CWSRF Project No. CS0010878-02. The principal items of work include cleaning and video inspection of approximately 22,000 linear feet of 8-inch and 10-inch gravity sewer lines, as well as video inspection and condition assessment of 38 existing manholes. Bids must be submitted according to the specifications and contract documents available for inspection at the office of the Water Works and Sewer Board of the City of Winfield or may be obtained from Utility Engineering Consultants, LLC for a fee. The contract will be awarded to the lowest, responsible and responsive bidder. Bids cannot be withdrawn after submission, and the owner may hold bids for up to sixty days. Time is of the essence, with a contract completion period of 30 consecutive calendar days. Liquidated damages will be assessed if the contract time is exceeded. The contractor may apply for an extension of time as provided in the contract, but approval is required prior to the completion date to avoid liquidated damages. The owner reserves the right to reject any or all bids and waive any informality. Funds are provided through CWSRF, and all applicable federal guidelines must be met. There will not be a pre-bid meeting. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Questions received less than ten days prior to the date for opening of Bids may not be answered.
