The city of Lake Stevens is located in Snohomish County, south of Marysville, east of Everett and home to the county's largest lake for which the city is named for. Lake Stevens' population is approximately 41,000 and estimated to grow to 48,565 by 2044. The city is soliciting qualifications (RFQ) from consultants, or team of consultants, to provide architectural and engineering services to design a new motorized dock to facilitate launching and return of vessels, provide day use moorage and separately provide four secured slips for first responders at North Cove Boat Launch . This project is funded by a Washington State Recreation and Conservation Office Grant (RCO) and Snohomish County. The existing dock includes day use moorage for pleasure craft and a boarding float. This structure is reaching the end of its serviceable life. Some of the features within this site are a low float non-motorized dock, boat launch, ADA accessible boat launch boarding platform, parking and restroom facilities. The city operates this site through an agreement with the Washington State Department of Fish and Wildlife (WDFW). No changes are proposed to the boat launch or upland areas. The Parks and Recreation Department vision is Enriching lives through diverse parks and recreation experiences. The scope of work consists of all work required for the planning, design and permitting of the replacement and expansion (the existing guest moorage slips must be preserved in addition to the separate four first responders slips) of the boat launch motorized dock. An evaluation of operational support requirements and maintenance costs of the proposed improvements is part of the scope of work. The work is expected to include but is not limited to the following deliverables. The contract term will be effective upon the date of contract execution until final acceptance of the work by the City. All deliverables must be provided by December 2, 2026.
