The Santa Cruz County Community Development & Infrastructure - Public Works - Construction Management Division is seeking sealed proposals from qualified firms to provide on-call materials testing services for public works construction projects. The purpose is to ensure construction materials conform to project specifications and comply with the County's Quality Assurance Program and federal-aid quality requirements. Typical testing services may include: aggregates, soils and fills (relative compaction, sand equivalent, resistance, gradation, durability index, cleanness value); asphalt (HMA) aggregate and binder properties, air void content, core density, and samples related to pavement restoration or coating; concrete aggregate properties, slump/penetration, cylinder samples for compressive strength, air content, and aggregate testing; and special inspections such as epoxy anchor pull tests, welding inspections, and source inspections for prefabricated or structural materials. The Construction Management Division oversees projects including roadway infrastructure, sanitation systems, flood control, and solid waste facilities; funding sources may include FEMA, FHWA, SB1, and local district and county sources. The Santa Cruz County Community Development & Infrastructure- Public Works- Construction Management Division invites sealed proposals for Materials Testing Services for Public Works Projects from qualified firms to provide services for public works construction projects. The purpose of this RFP is to secure on-call materials testing services to ensure conformance of construction materials with project specifications, in alignment with the County's QAP and federal-aid quality assurance requirements. Testing requirements for these project vary based on funding sources, however, generally follow the Caltrans Specifications. Typical testing services required may include, but are not limited to: Aggregates, Soils and Fills: relative compaction, sand equivalent, resistance, gradation, durability index, cleanness value Asphalt (HMA): HMA aggregate properties, HMA properties such as binder properties and content, theoretical density, air void content, moisture susceptibility, Hamburg wheel tracker, core density, etc. Other samples related to pavement restoration or coating (crack seal, microsurface, slurry, etc.) will be required. Concrete: concrete aggregate properties, slump/penetration, cylinders samples for compressive strength, air content, aggregate testing (gradations, cleanness, sand equivalent). Special Inspections: Epoxy anchor pull tests, welding inspections, and source inspections for prefabricated or structural materials. Background The Construction Management Division provides oversight for Public Works construction projects, including roadway infrastructure (bridges, roads, culverts, signal systems, pedestrian/bicycle facilities), sanitation systems (gravity and force main sewer lines, pump stations, wastewater treatment plants), flood control (levee and drainage systems), and solid waste (landfill and transfer stations). Funding sources for these project vary, however generally consist of FEMA , FHWA, SB1, and local District and County sources.
