Site work for a water / sewer project in Milwaukee, Wisconsin. Completed plans call for site work for a one-story above grade water / sewer project.
Project 1 involves 1,000 lead service line replacements as part of the Prioritization Program by qualified City of Milwaukee licensed and bonded contractors. The scope of work requires replacing lead service lines using trenchless methods such as pulling, hole hogging, boring, and directional drilling. Tasks include: full or partial replacement of water service lines from the municipal water main up to the interior water meter setting, updating non-compliant water meter settings, obtaining necessary permits, scheduling and conducting preconstruction surveys and installations with property owners, procuring and distributing water filter pitchers, traffic and erosion control, saw-cutting, excavation, installing new copper service lines, abandoning lead service lines, restoring electrical ground wires, backfilling, and restoring pavement, curb, gutter, and walk, as well as final site cleanup. Restoration requirements will be determined by MWW. All work must comply with the City of Milwaukee's regulations and specifications for water service line replacements. The contractor must begin construction on February 16, 2026, completing a minimum of five lead service line replacements per working day and not exceeding seven per working day without prior approval. All replacements must be substantially complete by November 13, 2026, and all work, including site restoration, by November 20, 2026. The contractor must ensure continuous work until completion and coordinate with property owners, establishing preconstruction meetings at least 24 hours in advance, providing multilingual communication, and completing each replacement within one working day per site. Permanent restoration must occur within five business days of substantial completion. There are requirements for labor, apprentice, and residency participation, including 40% of all hours worked by residents and 25% SBE participation. The contractor must meet apprentice utilization requirements, submit bid security equal to 10% of the base bid, comply with Davis-Bacon and Buy American provisions, and complete all required reporting and training as detailed by the City of Milwaukee.
