Site work for a water / sewer project in Milwaukee, Wisconsin. Completed plans call for site work for a one-story above grade water / sewer project.

The project involves 500 lead service line replacements as part of a prioritization program. Qualified City of Milwaukee licensed and bonded contractors are required, with the necessary equipment and experience to replace lead service lines using trenchless methods such as pulling, hole hogging, boring, and directional drilling. Project work includes (but is not limited to): procuring permits, scheduling and performing preconstruction surveys, distributing water filter pitchers, controlling traffic and erosion, saw-cutting, excavation, replacing lead service lines up to the interior water meter or remaining portions with copper, updating water meter settings when not code compliant, restoring electrical grounds, backfilling, and restoring pavement, curb, gutter, and walk. Temporary and permanent restoration requirements are at the discretion of Milwaukee Water Works (MWW). All work must follow relevant City of Milwaukee water service rules and specifications. Contractors must complete a minimum of three lead service line replacements per working day but may not exceed five per day without City approval. Work is continuous until completion, and failure to maintain progress may result in per diem charges. The contractor is also responsible for multilingual communication with property owners, mobilizing and substantially completing each replacement within one month of the preconstruction survey, and completing restoration within five business days of substantial completion-subject to per diem charges for delay. Requirements for the project include a 40% residency requirement (with a portion from specified zip codes), a 25% Small Business Enterprise (SBE) participation requirement, and increased apprenticeship utilization for contracts of 300 locations or more, including documentation of pre-apprentice program certification for relevant apprentices. Proper completion of SBE, residency, and apprenticeship forms is required for bid acceptance. Bid security is 10% of the base bid, with detailed procedures for electronic and manual submission. Compliance with payment and payroll monitoring via designated City software, Davis Bacon provisions, American Iron and Steel, and Build America, Buy America (BABA) requirements is mandatory. State of Wisconsin Disadvantaged Business Enterprises, including Minority and Women-Owned Business Enterprises, are encouraged to submit bids.
