Site work and paving for a road / highway in Milwaukee, Wisconsin. Completed plans call for site work for a one-story above grade road / highway.
The general work requested includes construction, project staking, variable thickness asphaltic concrete pavement, 8" concrete pavements, 8" concrete pavements (colored), concrete traffic island, variable thickness concrete base, various concrete curb and gutter, 5" concrete walks, 7" concrete driveway, installation of conduit, fiberglass/polymer concrete pull boxes, and other electrical appurtenances, signage and signage installation, various pavement markings, concrete removals, pavement marking, sewer work, water work, and various landscaping and planting. The contractor is required to work consecutively from the start notice date until project completion. Liquidated damages are set at $1000.00 per day. The residency requirement is 40% of all hours worked on the project, with one quarter of these hours attributable to residents living in specific zip codes: 53204, 53205, 53206, 53208, 53210, 53215, and 53233. The SBE requirement is 25% of the contract base bid, and the SBE Compliance Plan (Form A), with accompanying certificates, must be submitted with the bid. Incomplete or inaccurate SBE Compliance Plans will render the bid unresponsive. If the contract is awarded at $500,000 or higher, 25% of all apprentice labor hours must be worked by apprentices certified for participation in the Residents Preference Program, and 40% of all apprentice labor hours must be attributed to apprentices in the specified zip codes. The contractor must note the SBE, residency, and apprenticeship forms, as improperly filled forms may result in bid rejection. Bid security required is 10% of the Contractor's Base Bid, submitted by bond, certified check, cashier's check, or cash. For manual bonds, a signed/executed copy must be emailed to the Department of Public Works Contract Office by the bid due date and time, with the original submitted in person or by mail within 24 hours of notification as the apparent low bidder. All bid documents can be accessed and submitted electronically as specified, with Bidders strongly encouraged to use Bid Express. Contractors awarded contracts of $25,000 or more must participate in training on the City's contract compliance software and regularly provide payment information. The Prime Contractor is also required to participate in training on the Labor Compliance Reporting software and regularly provide payroll information via the LCR app. Contractors must comply with all provisions listed in the General Official Notice to Contractors. Prior to the start of construction, the Contractor shall supply a traffic control plan outlining traffic flow patterns around the work zone and access to businesses and residences to Mr. Potter at least ten (10) days prior to the start of construction.
