Sealed proposals are requested for Division Street improvements east of Weber Road to the city limits. Proposals must be submitted on provided forms, sealed, and properly labeled with the bidder's name, address, and project name. A certified check, bank draft, or bid bond of no less than 10% of the proposal amount is required as a guarantee. The successful bidder must furnish a performance and payment bond equal to 100% of the contract amount. The contractor must pay prevailing wage rates established by the Illinois Department of Labor and comply with all federal, state, and local regulations. The contractor must also comply with DCEO requirements included in the bid document. Instructions to bidders reserve the right to reject any or all proposals, waive technicalities, postpone the bid opening, or readvertise for new proposals as deemed necessary for the best interest of the city. Pre-qualification requirements: Prequalification must be submitted to the engineer by all potential bidders. Proposals will only be issued if, in the opinion of the City Engineer and the Mayor and City Council, the applicant can serve the city's best interests.
