Site work and paving for a mixed-use development in New Britain, Connecticut. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The scope of work generally consists of the construction of the third phase of the Beeline Trail which includes approximately 5,300 linear feet of paved multi-use trail beginning on Black Rock Avenue at the New Britain/Plainville town line and continuing along the Route 72 ROW. The trail will cross both Wooster Street and Hartford Square. The trail will then continue along the Route 72 ROW turning north across from New Hampshire Drive passing west of Everett Street and ending at the intersection of Corbin Avenue and the Route 72 Off Ramp. The proposed project is intended to provide a connection between the Beeline Trail Phase 2 project at the easterly limits and the proposed multi-use trail project in Plainville at the westerly limits. The construction of this project includes a paved multi-use trail, limited drainage improvements, traffic signal modifications, fencing, curbing, concrete sidewalks, minor landscaping, and restoration of disturbed areas. Some functional and aesthetic amenities such as trail head kiosk, bike racks, fencing and landscaping will be included as part of this project. The City reserves the right to accept or reject any or all bids presented. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Bid Documents must be paid on this project; proper classification of workers as employees rather than as independent contractors must be made. Where one or more apprentices are employed, Contractor must participate in a state-certified apprenticeship program. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, sex, religions, color or national origin. The Contractor must adhere to all relevant provisions of Section 46a95 of the Connecticut General Statutes, and any other relevant laws and regulations regarding Affirmative Action. An iaffidaviti of non-collusion shall be included in the Bid Documents and must be completed by the prospective bidder and returned with the bid. Failure to return an executed non-collusion affidavit with a proposal may result in the subsequent rejection of subject bid. The Contractor shall comply with the Copeland Anti-Kickback Act and Regulations of the Secretary of Labor (29 CFR, Part 3). The goal for Disadvantaged Business Enterprises (DBE) participation in this contract has been established at Zero (0%) percent for construction. The bidder must indicate with their bid, the DBE firm(s) it intends to utilize to meet the above stated percentage and submit the Pre-Award DBE Commitments Approval Request Forms with their bid forms. DBE Pre-Award Commitment Approval Request form must be complete and submitted with bid. The 5-day window for submission indicated on the form does not apply, the forms must be complete and submitted at the time of bid.
