Engineerís estimate is in the following amounts: i. Base Bid: $9,650,000 ii. Alternate No. 1: $450,000 iii. Alternate No. 2: $680,000 iv. Alternate No. 3: $220,000 v. Base Bid + Additive Alternates: $11,000,000 The work consists of sludge processing improvements for the City of Lake Charles, Louisiana Wastewater Treatment Plant B/C, Capital Project Number CP3427. Bids must be submitted electronically via www.bidexpress.com, by mail, or hand delivered to the Clerk of Council. All bids must use the proper or electronic bid form, and contractors must display their license number prominently on the outside of the envelope for paper bids. A certified check, cashier's check, or bid bond worth five percent (5%) of the base bid and all alternates is required as a guarantee the bidder shall execute the contract if awarded. The successful bidder will be required to furnish a Performance and Payment Bond equal to 100% of the contract amount. Bidders must be properly licensed under Louisiana Revised Statutes and shall reference the instructions for the required licensure classification. Bids will be evaluated based on the lowest responsible bid in compliance with specifications, with the City of Lake Charles reserving the right to reject any and all bids. The project is funded in whole or part by the Federal Emergency Management Agency (FEMA), and all applicable federal contract provisions apply. Bidders are required to ensure compliance with stated federal provisions and certify familiarity with the project site.
