The Calcasieu Parish Police Jury is seeking proposals/qualification statements for Engineering and Technical Services for upcoming bridge reconstruction projects within Calcasieu Parish. The selected Engineer(s) will provide professional engineering services for designing new bridges at multiple locations within the parish during the 2026 fiscal year. The specific bridges will be discussed with the Engineer(s) after the project is awarded. The Parish may award this RFQ to multiple Engineers if it is deemed in their best interest. Engineers should submit their responses either as paper proposals (one original and three copies, plus one electronic copy on a USB flash drive) delivered to the Calcasieu Parish Police Jury Purchasing Department, or online through www.calcasieu.gov via BidExpress. The cost of proposal preparation is the responsibility of the Engineer. The Engineer is responsible for timely delivery. Only the names of the Engineers submitting proposals will be announced at the public opening. Proposals must address the questions listed under the Qualification Evaluation Criteria, presented in the order given, and indicate which item number is being answered. Proposals that are not in order or are difficult to understand may be rejected. Errors or omissions in the proposal are the responsibility of the Engineer, and the documents cannot be altered after submission. The Parish may require clarification or additional information. The Parish reserves the right to issue addenda or cancel/reissue the RFQ. All responses to questions and changes to the RFQ will be issued via written addenda and should be acknowledged and submitted with the response.
